Jim Folsom's office. Construction plans have already been drawn for a 22-foot concrete road with dirt shoulders, and the right-of-way for it has been cleared. When the highway is completed, many new trade channels are expected to be opened up, business leaders say. Also this date: The State Board of Education approved budgets for seven state colleges today, one of them being Jacksonville State Teachers College, which was approved for a 1948-49 budget of $856,873.
