'He was loved by this community': Family of man hit and killed by suspected DUI driver seek accountability

Just days after a crash took the life of 32-year-old Jamel Oliver as he crossed a street in North Highlands, his family and friends came together to remember him Friday night. A gathering of about two dozen people shared with one another memories of the father of three near the crash scene on Elkhorn Boulevard at Butterball Way. Investigators told KCRA 3 Ilya Shamailov was driving a Corvette, eastbound on Elkhorn, at a high rate of speed and under the influence. CHP said Shamailov wasn't able to stop or slow the car before crashing into Oliver, who was pronounced dead at the scene by paramedics.
