Madison trustees have tentative paving plan that includes 17 roads, 4.71 miles

The Madison Township trustees have a tentative road paving program for this summer that could be sent out for bids as soon as the board’s first meeting in April.

Trustees worked for over 30 minutes at a special meeting Wednesday evening before coming up with a tentative list of 17 roads totaling 4.71 miles that could be resurfaced at an estimated cost of $280,000.

The three-member road agreed earlier this year to each drive a section of the township and come up with a list of roads they felt needed some type of resurfacing. The board spent more than an hour discussing the lists during a work session last week before Chairman Tom Craft suggested everyone travel their listed roads again and prioritize them.

Road needs list is heavy on east side of township

Craft began Wednesday’s meeting by pointing out an estimated $237,000 available this year from the township road levy is not enough to resurface all the roads on the revised lists and last year’s program centered on the Roseland area. He also suggested the program concentrate on one area because costs go up if a contractor has to move equipment between neighborhoods.

Most of the roads suggested for work were on the east side of the township, although it was noted work on Home Road needs to be done because it is a project that would be done in cooperation with Springfield Township. A number of the roads discussed Wednesday were ones mentioned last week, including parts of Illinois Avenue plus Forest and Duke drives.

Trustee Cathy Swank questioned whether the township was going to do all paving this year or would include some chip and seal surface restoration work.

“It’s my opinion that we pave this year and next year get the rest done,” Craft said.

Craft also pointed out there is some American Rescue Plan Act and Ohio Department of Transportation money left from the 2022 road program that could be used this year for blade patching.

Craft said he will contact Kokosing Construction for prices on asphalt and paving emulsion and put together a spread sheet with estimated costs for each of the17 roads. Trustees will review the spreadsheet at a special meeting at 5:30 p.m. Monday, before the board’s regular meeting, with the goal of coming up with a final list that could be voted on that day.

“If it’s in the wheelhouse (spending-wise), we can put it out for bid,” Craft said.

Craft said if trustees can finalize the list Monday, bid documents could be ready and approved at the board’s April 4 meeting and bids opened about 21 days later.

“That should make some people happy,” added Trustee Jim Houser.
