Halfway through the year, hundreds of Wisconsin workers have been affected by layoffs across the state.

According to the Worker Adjustment and Retraining Notification (WARN) Act, employers are required to notify the state's Department of Workforce Development of a potential layoff or reduction in workforce. The DWD uses this information to provide pre-layoff transition assistance to workers and businesses affected by permanent layoffs.In 2023, major layoffs in Wisconsin include Marshfield Health System, Cardinal Stritch University and David's Bridal.

Mashfield Health System laid off more than 300 employees

Marshfield Health laid off over 300 employees for workforce reduction, representing less than 3% of its employee base, citing rising labor costs, higher costs of supplies and reductions of reimbursements.

The health system also said it had no plans to fill more than 500 vacant positions.

Cardinal Stritch permanently closing will affect more than 400 university employees

Cardinal Stritch University announced it will permanently close its doors after May 2023, affecting over 400 employees.

David's Bridal is closing six Wisconsin stores

David's Bridal filed a layoff notice originally for June 2023 but will now take place in August, closing down six stores in Wisconsin and affecting about 147 employees.

There are some laws that govern when and how companies should alert their employees of layoffs

Employers laying off workers employed in Wisconsin should be aware that federal and/or state law may require that written notice be provided 60 days in advance of a dislocation event. Employers must comply with both laws if they both apply.

In general, the federal notice requirements under the Worker Adjustment and Retraining Notification Act apply to employers with 100 or more employees. The notice requirements under Wisconsin’s Business Closing and Mass Layoff (WBCML) law apply to employers with 50 or more employees in Wisconsin.

How many Wisconsin businesses have filed layoff notices in 2023?

About 26 companies have filed layoff notices since January 2023, some for workforce reduction and some for closures, according to the DWD's WARN notices. Compared to 2022, only about 19 companies had submitted layoff notices by June and about 39 companies in total for the year.
