Man accused of fatally shooting 8-year-old in Phoenix road rage incident indicted

The man accused of fatally shooting an 8-year-old girl during a road rage argument has been indicted with second-degree murder and other six felony counts, according to the Maricopa County Attorney's Office.

On Nov. 9, a Maricopa County grand jury indicted Sidney Garfield Garrand, 48, with seven felony counts including second-degree murder, attempt to commit second-degree murder and endangerment.

According to Phoenix police, Garrand followed a vehicle occupied by three people to the area of 16th Street and Greenway Parkway on Oct. 27. He then got out of his car and began fighting with the other driver, Carlos Moreno, 28, who also got out of his car.

During the fight, Moreno pulled out a knife, stabbed Garrand and left, according to police. As the vehicle left, Garrand pulled out a handgun and fired at the car, striking it as well as the girl who was in the back seat.

The girl was taken to the hospital in critical condition and later died, according to police.

Court documents state the grand jurors alleged Garrand showed "extreme indifference to human life" and acted in a "reckless" way that resulted in the death of the girl. He was also accused of attempting to kill Moreno and endangering the life of the three people who were in the other car.

“Senseless violence is unacceptable in this community. An innocent child was killed and no matter what is happening on the road, violence is never the answer,” said County Attorney Rachel Mitchell in a news release.
