Man accused of shooting ISP trooper to be held on attempted murder charges

A Chicago man accused of shooting an Illinois State Police trooper during a traffic stop late Tuesday night will be held in Sangamon County on charges of attempted murder, aggravated battery, and aggravated use of a firearm after a petition by the State's Attorney's office was approved Friday.

Sangamon County Circuit Court Judge Dwayne Gab ordered Cristobal Santana, 37, held in the custody of the Sangamon County Sheriff following the incident where ISP Trooper Dakotah "Kody" Chapman-Green was shot in the 1400 block of Toronto Road.

As part of his argument for pre-trial detention, Sangamon County State's Attorney Dan Wright said that Santana's purported actions – shooting at Chapman-Green more than 10 times and striking him with a firearm – posed a threat to both person and property.

In addition, his fleeing of the scene and his residence in Chicago – where he is the suspect in the death of a special education teacher Sunday night in the Garfield Ridge neighborhood – made him a willful flight risk, according to Wright.

Sangamon County Public Defender Craig Reiser argued that Santana did not have any criminal record and that he would be agreeable to other restrictions, such as a no-contact order, home confinement, a curfew or an electronic monitor. He also said that Santana would surrender any FOID or concealed carry licenses that he had.

Gab ruled in favor of Wright and the county on the petition. A preliminary hearing is scheduled for Nov. 9 at 9 a.m. in courtroom 7C at the Sangamon County Complex.

Chapman-Green and Santana remain hospitalized.
