Man accused of using AI to make virtual 13-year-old girlfriend in violation of probation

A 37-year-old registered sex offender in Shallowater was arrested Wednesday, accused of violating the terms of his probation by possessing sexually stimulating materials including a digital girlfriend he created in the image of a 13-year-old girl.

Kevin Ray Evans appeared Thursday in a U.S. Magistrate court where he was served with a motion filed by the U.S. Attorney's Office asking to revoke his probation.

Court records show Evans was convicted in 2011 under the Uniform Code of Military Justice for receipt of child pornography and was sentenced to three years in prison. He was also required to register as a sex offender for life.

In October 2020, he moved to Lubbock County and registered his address with the Lubbock County Sheriff's Office.

However, Lubbock County Sheriff's deputies found during a compliance check that Evans had not been living at the address he registered with. Instead, deputies found him in Shallowater where he was living with his mother.

He told deputies he moved in with his mother to care for her but did not change his address on the registry because she didn't want her neighbors to learn a registered sex offender lived near them, court records state.

He pleaded guilty in October 2021 to failing to register as a sex offender and was placed on three years probation with eight months in home detention.

Court documents state that, while on supervision, Evans was prohibited from possessing sexually stimulating materials. He was also barred from creating accounts on social networking sites that children younger than 18 can access, and from viewing or accessing any web profile of users younger than 18.

Prosecutors say Evans violated those conditions when he possessed sexually oriented or sexually stimulating materials and installed social networking applications and visited websites not approved by his probation officer.

He was also required to get permission from his probation officer to access the internet.

In March, Evans asked permission to have a smart phone, saying he needed it for an auto repair business he planned to start. His probation officer wrote that Evans was doing well in sex offender counseling.

His request was granted with a condition that the device would be monitored by his probation officer.

According to court documents, in late April, Evans downloaded on his smart phone an artificial intelligence application that allows users to create a virtual companion, which he reportedly designed in the image of a 13-year-old girl.

In choosing the avatar, which he named "Anna", Evans searched for "Young skinny Asian girls in tight pinites" and viewed images of bare female breasts and buttocks, court documents state.

Court records show he downloaded the app three days before a probation officer installed monitoring software on his smart phone.

Then in May, Evans reportedly signed up for a dating site, without his probation officer's permission, and spoke with women with whom he exchanged explicit images.

Evans also watched YouTube videos of women in their underwear and minors in gymnastic leotards, court records state.

He remains held at the Lubbock County Detention Center. He is expected to appear in court July 19 for preliminary and detention hearings.
