Man arrested in Arkansas is 'person of interest' in deaths of 2 women in Green Bay, court document shows

GREEN BAY - A 48-year-old man arrested in Arkansas was called "a person of interest" in a recent double homicide in Green Bay, according to police.

Richard W. Sotka, 48, of Fond du Lac, was charged Monday in Brown County with one count of criminal damage to property and three counts of bail jumping. In the criminal complaint, police called Sotka a "person of interest" in the homicide case.

Sotka has not been charged in the deaths of the two women, whose bodies were discovered Sunday morning in a duplex in the 1600 block of Elkay Lane.

The two deceased women — a 58-year-old from Green Bay and a 53-year-old from Bellevue — were killed sometime Sunday, police said. Police have not released their names nor have they identified the suspect except to say the suspect "is believed to be known to at least one of the victims." Green Bay Police on Monday said the suspect in the slayings was arrested about 3 p.m. Sunday in Arkansas during a traffic stop.

In the criminal complaint charging Sotka with criminal damage to property, police said Sotka's monitoring device showed he was at 1657 Elkay Lane, on Green Bay's east side, about 2:35 a.m. Sunday. The device was then "disconnected" at 2:54 a.m. Sunday at the Freedom Road exit of Interstate 41 in Lawrence. Detectives later found the device in a ditch at the interchange, the complaint said. He was tracked to Arkansas by the "on-board data system on the vehicle he was driving" and was being held in the Mississippi County (Ark.) Detention Center, according to the complaint.

The criminal complaint lists a Fond du Lac address for Sotka, but criminal court records from July 2021 and from January 2022 listed Sotka's address as 1657 Elkay Lane, Green Bay. The 2021 case lists Sotka as charged with battery and disorderly conduct related to a domestic violence case; the January 2022 case says Sotka faced charges that included stalking and violating a harassment restraining order. As of June 2022, Sotka was required to wear a monitoring bracelet as a condition of his release.

As of Tuesday afternoon, Sotka remained in an Arkansas jail.
