El Dorado County Sheriff's Office 9 mins · In April 2019, The El Dorado County Sheriff’s Office began an investigation into child abuse allegations regarding Patricia Taylor, age 63, of Placerville, CA. Taylor was an adoptive parent of four juvenile females who had lived in her residence from young ages and are now between the ages of 11-16. Taylor fostered and adopted several other children in the past who have since become adults and moved out of Taylor’s home. In mid-April, a 14-year old adoptive daughter ran away from Taylor's home to one of her older sister’s residences in fear of receiving punishment from Taylor. At this time she proceeded to disclose years of prior abuse. Law enforcement and El Dorado County Child Protective Services were contacted to begin an investigation on the case. Further interviews with Taylor’s adopted daughters revealed allegations of years of child abuse, torture, false imprisonment, as well as lewd and lascivious behavior at the hands of Taylor. On May 10, 2019, after a continued investigation and evidence collection, child abuse detectives from the El Dorado County Sheriff’s Office arrested Taylor on charges of Torture; five counts of child abuse likely to cause seriously injury or death; three counts of false imprisonment; two counts of willful cruelty to a child; and one count of lewd and lascivious conduct of a child under the age of fourteen. She is being held at the El Dorado County Jail on $1,445,000 bail. The children in this case are all safe and are in protective custody. Officials: Placerville woman accused of torturing her adoptive daughters A Placerville woman, who fostered and adopted several children, was arrested in connection with torturing children and child sex abuse, the El Dorado County Sheriff’s Office said Friday. Patricia Taylor, 36, was taken into custody after a weeks-long investigation into claims of years of child abuse, the sheriff’s office said. The investigation began in mid-April when Taylor’s 14-year-old adoptive daughter ran away from her home and to her older sister’s home, the sheriff’s office said. The teen feared she was going to be punished by Taylor and continued to describe years of prior abuse. Deputies and El Dorado County Child Protective Services were called to the scene and began interviewing Taylor’s other adopted daughters. The sheriff’s office said Taylor was an adoptive parent to four girls, ages 11 to 16, at the time. Previously, Taylor fostered and adopted several other children, who have seen become adults and moved out. While talking to the girls currently living at Taylor’s home, officials learned about “years of child abuse, torture, false imprisonment, as well as lewd and lascivious behavior at the hands of Taylor,” the sheriff’s office said. Taylor was arrested on charges of torture, five counts of child abuse likely to cause injury or death, three counts of false imprisonment, two counts of willful cruelty to a child and one count of lewd and lascivious conduct on a child under 14, the sheriff’s office said. She was booked into El Dorado County Jail, with bail set at $1.4 million. “The children in this case are all safe and are in protective custody,” the sheriff’s office said. SHE ADMITS SHE RARELY THINKS OF THE PROTECTION THE LEVEE OFFERS UNTIL THE WATER GET'S HIGH. [Notes:SOT 3:42] "I thought about buying a boat and putting it in my garage just so I could float away." THEN WE SHOWED HER A PICTURE OF WHAT'S HAPPENING JUST ON THE OTHER SIDE OF THE LEVEE FROM HER HOME WHERE A HOMELESS CAMP HAS BEEN CUT INTO THE SIDE OF THE LEVEE. [Notes:SOT 1:12] That concerns me. Especially when they are living on top of the levee." AND THOSE CUTS INTO THE LEVEE ARE DEEP...IN SOME PLACES EXPERTS ESTIMATED AS MUCH AS EIGHT FEET. [Notes:SOT 1:15] "I think that they need to be taken care of." WE ALSO SHOWED PHOTOGRAPHS OF THE DAMAGE TO CIVIL ENGINEER CHRIS NEUDECK WHO HAS WORKED ON LEVEE REPAIR THROUGHOUT THE SAN JOAQUIN VALLEY. [Notes:LB 03 18:03] "this could be catastrophic." AND IT HAPPENS A LOT. [Notes:SOT 7:46] "we have hundreds if not thousands of these throughout Sacramento, San Joaquin Valley." FROM THE LOOKS OF IT NEUDECK SAYS THIS ONE ENCAMPMENT HAS CUT INTO SEVERAL FEET OF THE LEVEE, POTENTIALLY WEAKENING THE STRUCTURE IF THE WATER EVER GOT THIS HIGH. [Notes:SOT 9:20] "A very small hole results in damage to hundreds of thousands of people or tens of thousands of people. And they don't have any understanding of that. It doesn't even cross their mind." NEUDECK SAYS HOMELESS PEOPLE HAVE BEEN DIGGING INTO AND DAMAGING LEVEES UNDERNEATH INTERSTATE FIVE IN A NUMBER OF PLACES IN THE SAN JOAQUIN VALLEY... LIKE HERE ALONG THE SMITH CANAL. [Notes:SOT 10:08] "we've had a situation on Smith Canal where we've repaired it three times in the last 6 years and they've destroyed it every time. CAL-TRANS SET ASIDE TWO MILLION DOLLARS TO FIX A LEVEE UNDER THE INTERSTATE...AND AS YOU CAN SEE FROM LIVECOPTER THREE IT'S AN AREA WHICH HAS BEEN REPEATEDLY INUNDATED WITH HOMELESS. EXPERIENCE TELLS THEM IF THEY TRY TO MOVE THEM THEY WILL JUST BE BACK. [Notes:SOT 9:52] "realisitically the folks fold up their tents, throw them on the back of their bikes, they cross over the bridge, they sit their and have a sandwich, wait till everyone leaves and they truck right back." THERE ARE 1100 MILES OF LEVEES IN THE SACRAMENTO-SAN JOAQUIN DELTA... LINE THEM UP AND IT'S LONGER THAN THE CALIFORNIA COASTLINE. THERE ARE MORE THAN 100 DIFFERENT RECLAMATION DISTRICTS RESPONSIBLE FOR THEIR UPKEEP. CONGRESSWOMAN DORIS MATSUI WHO HAS CHAMPIONED FEDERAL FUNDING FOR THE LEVEE SYSTEM SAID IN A STATEMENT TO KCRA "It is of the utmost importance that the maintaining agencies work with local partners to address the public safety concerns around the levees and the broader need for homelessness solutions in the Sacramento area" SO WHO ARE THE "MAINTAINING AGENCIES"? FOR THE LEVEES ALONG THE AMERICAN AND SACRAMENTO RIVERS AROUND NATOMAS IT'S RECLAMATION DISTRICT ONE-THOUSAND. THERE ARE CAMPS LINED UP ALONG THE LEVEES WITHIN A HALF A MILE OF THE HEADQUARTERS, BUT THE GENERAL MANAGER SAYS THEY ALONE CAN'T DO MUCH TO KEEP THE LEVEES CLEAR OF CAMPS. [Notes:NAV Clip 01 4:20] "we are a small organization and our resources are limited." WHAT'S MORE... THEY SAY THE TENTS BLOCK THEIR VIEWS OF MANY SECTIONS OF THE LEVEES... PREVENTING THEM FROM ASSESSING WHERE THE LEVEES MIGHT BE DAMAGED OR WEAKENED. [Notes:NAV Clip 01 7:16] "when the sites are vacated, we can get in and see. And that's where we need help from our partners, from whether it's enforcement or working with an impact team. WE FOUND JAMES IN ONE OF THE CAMPS.. [Notes:SOT 4:30] "I don't really say camp. Some people do. I just, like I said, mingle with the people." JAMES SAID IF THEY CAN'T FIND A LEVEL PLACE THAT'S DRY, THEY'LL CREATE ONE. [Notes:SOT 5:30] "they'll spread it out amongst them so they can put their tent level that's about it." AND IF THE WATER LEVEL REACHES THAT POINT? [Notes:SOT 7:12] "once the water comes up, I mean, that all kind of crushes up against it anyway so, vice versa its about the same." HOMELESS ADVOCATE PAULA LOMAZZI SAID THEY SEEK HIDDEN SPOTS NEAR THE RIVER BECAUSE THEY ARE LESS LIKELY TO BE HARASSED OR MOVED BY AUTHORITIES. [Notes:SOT 17:35] "I think a short term solution is finding a place for them to stay. It's not a solution solution but it will alleviate the problems about the levee. You just have to find another alternative." BUT SHE TOO AGREES IT CREATES A RISKY SITUATION. [Notes:SOT 16:50] "that's really important for us to keep the levees strong, you know. And I think a lot of them will be reasonable but some won't understand. You find a place for them to go." WHEN WE BEGAN OUR INVESTIGATION A MONTH AGO THE RECLAMATION DISTRICT TOLD KCRA-3 INVESTIGATES THAT THE ENCAMPMENTS DID NOT POSE MUCH OF A THREAT... [Notes:NAV Clip 01 9:10] "there's no cause for concern right now for us." BUT JUST TODAY...THAT SEEMS TO HAVE CHANGED. DISTRICT GENERAL MANAGER KEVIN KING SAYS THAT AFTER REPAIRING THE DAMAGE FROM THIS ENCAMPMENT JUST EIGHT DAYS AGO...THE BOARD HAD CONCERNS. [Notes:SOT RHINO0273 14:30] The trustees of the district kind of started to ask if this is one site what's under the rest of them? IN A RECLAMATION DISTRICT ONE THOUSAND BOARD MEETING THIS MORNING THE DISTRICT IS ASKING FOR HELP. [Notes:SOT RHINO 16:21] We're going to send out to the city of sacramento, county of Sacramento, probably to central valley flood protection board, DWR, anybody with enforcement authority that can come in and remove the encampments that are preventing us from monitoring and maintaining the levee. THE DISTRICT IS ASKING LAW ENFORCEMENT, AT LEAST IN THE SHORT-TERM, TO REMOVE THE HOMELESS ENCAMPMENTS. [Notes:SOT RHINO0273 15:57] I can't say all of them are an immediate threat to the levee system, but we do need to repair them. AND KING ADMITS THAT SINCE THEY CAN'T SEE UNDER THE TARPS AND TENTS...THEY HAVE NO IDEA HOW MUCH DAMAGE HAS BEEN DONE. AND DISTRICT ONE THOUSAND IS FAR FROM THE ONLY LEVEE PROTECTION DISTRICT. THERE ARE FAR MORE THROUGHOUT OUR AREA, YUBA AND SUTTER COUNTIES TO THE NORTH... DOWN TO SAN JOAQUIN AND STANISLAUS COUNTIES IN THE SOUTH... MANY OF THEM HAVE SIMILAR HOMELESS ENCAMPMENTS. AND THE DISTRICT BOARD IS WORRIED ABOUT THE MONTHS TO COME. [Notes:SOT RHINO0273 14:43] They're concerned about the spring runoff that's going to occur, the river elevations are going to stay high for a month or so or even longer. KEEPING UP WITH THE PROBLEM... WILL TAKE TIME AND MONEY JUST REPAIRING THE ONE CAMPSITE COST THIRTY-FIVE HUNDRED DOLLARS. IF THE DAMAGE IS MORE SEVERE IT COULD COST INTO THE TENS, EVEN HUNDREDS OF THOUSANDS OF DOLLARS. AND IF THERE ARE TOO MANY DAMAGED AREAS.... THERE MAY NOT BE ENOUGH RESOURCES TO MAKE REPAIRS IN A HURRY.> [ Boxes Investigates Homeless Levee Danger KCRA 3 News Sacramento Banner 2x Live ] [Anchor:GULSTAN] {***GULSTAN***} QUESTION: THERE HAVE BEEN LAWSUITS THAT HAVE SAID THAT HOMELESS CAN CAMP ON PUBLIC AREAS, LIKE CITY HALL, CHAVEZ PARK...WHAT MAKES THIS DIFFERENT?
