Man charged with driving under influence of drugs in crash that killed woman walking dogs

Charges of driving under the influence of drugs causing death have been filed against a Monroe County man after toxicology tests found opioids in his system at the time of the crash in June.

Caleb Washburn, 33, 2975 S. Bubby Roy Lane, faces three felonies: two counts of causing death when operating a motor vehicle while under the influence of a contolled substance and one count of OWI resulting in death.

He bonded out of the Monroe County Jail after posting 10% of his $20,000 bond plus $500. His initial court hearing is scheduled Feb. 21.

Fifty-year-old Stacy Lamb was walking her dogs along Airport Road the evening of June 10, 2022, when she was struck by a 2006 Pontiac Vibe Washburn was driving. Lamb died soon after being taken to the hospital.

Washburn was arrested after failing dexterity tests at the scene, but formal charges weren't filed until last week after blood tests taken after the crash indicated he had the potent opioid fentanyl in his system.

A probable cause affidavit filed in the case says Washburn claimed Lamb was in the roadway when his vehicle hit her, and that he may have been distracted by his phone "and when he looked up, he was unable to avoid the collision."

But a witness who was eastbound in front of Washburn told police he looked in his rearview mirror and watched the Pontiac cross the center line and the westbound lane, then travel into the grass alongside the road where Lamb was struck.
