Man convicted for 2022 fatal shooting in Hazelwood Neighborhood

PORTLAND, Ore. (KOIN) — A man involved in a fatal Hazelwood Neighborhood shooting in 2022 was convicted on Thursday.

On Feb. 1, Stephen Matthew Toelle, of Portland, waived his right to be indicted by a Multnomah County grand jury on one count of second-degree murder and other charges, court documents show. Instead, Toelle was convicted on Thursday by Judge Christopher Marshall of first-degree manslaughter, unlawful use of a weapon and attempt to commit a Class A felony.

On Sept. 30, 2022, around 2:15 a.m., the Portland Police Bureau received reports of shots fired on Southeast 148th Avenue, between Southeast Stark and East Burnside streets.

Shortly after that initial call, officers learned that a man, later identified as 35-year-old Dusty Baker of Vancouver, was being treated at a hospital for gunshot wounds and connected the Hazelwood shooting to the victim.

Officials said Baker was taken to the hospital in a private vehicle before succumbing to his injuries. His death was later ruled by a medical examiner to be homicide by gunshot wound.

Hours after the shooting, the then 31-year-old Toelle was arrested in Happy Valley on an arrest warrant for murder in the second degree, attempted murder in the second degree, unlawful use of a weapon and felon in possession of a firearm.
