Man shot, tased after fleeing CT State Trooper in Killingly: What we saw on body cam video

More details have emerged regarding a suspect shot by police in Killingly Saturday afternoon.

According to the State of Connecticut Office of the Inspector General, Rhode Island authorities had put out a broadcast that a subject wanted in connection with a robbery was operating a Mercury Marquis Connecticut license plate C257810.

Connecticut State Trooper Joseph Godbout spotted the vehicle at a Mobil gas station at 599 Hartford Pike in the Dayville section of Killingly. The operator, later identified as Ruben Muller, was outside the vehicle.

When Godbout asked Muller for his license, Muller said he did not have it and fled across the parking lot toward a Taco Bell restaurant.  A 56-second body camera video was released of the encounter, which starts from the moment Godbout puts his cruiser in park through the point where the trooper radio's 'shot fired.'

Godbout pursued Muller and discharged his taser, causing Muller to fall briefly in the middle of the Taco Bell drive-thru.

Muller quickly got up and continued to flee. At the driveway for Taco Bell, Muller ran into a truck that was entering the Taco Bell lot and fell again.

Godbout attempted to taser Muller again. Muller then reached into his ankle area and pulled out a revolver. Godbout fired one shot, striking Muller in the chest area.

Medical assistance was provided to Muller at the scene. He was initially taken to Day Kimball Hospital in Putnam and later to UMass Memorial Medical Center in Worcester, Massachusetts. He was a patient at UMass Memorial Medical Center as of Wednesday afternoon.

The Office of the Inspector General, Connecticut State Police Eastern District Major Crime Squad, and the Windham Judicial District State’s Attorney’s Office are conducting the investigation.
