Man and woman charged in alleged sexual assaults of girl in Kent over 8-year period

A South Euclid man and a Kent woman are accused of sexually assaulting a girl in Kent over an eight-year period, starting when she was 5.

Steven A. Carswell, 52, was arraigned Tuesday in Portage County Common Pleas Court. Judge Laurie Pittman ordered that he be held on a $1 million bond. A warrant has been issued for the arrest of Heather M. Boone, 37.

A grand jury has indicted Carswell and Boone on eight counts each of first-degree felony rape. The indictment was filed in Portage County Court of Common Pleas on Friday. As a condition of his bond, Pittman ordered that he have no contact with the girl "directly or indirectly" and that if released, he would be placed on electronically monitored house arrest.

According to the indictment, the alleged offenses took place between September 2011, when the girl was 5, and September 2019, when she was 13.

"This is a sexual assault investigation where we had a juvenile come report to us that she had been a victim of sexual assault several times over a period of approximately 10 years," said Kent police Lt. Mike Lewis.

Lewis said the girl knew Boon and some of the alleged assaults took place in a Lawrence Court apartment.

Carswell was booked into Portage County Jail on June 1. Lewis said Boone's last know address was on Stein Court in Kent, but it is uncertain where she is now.

Carswell is scheduled for an Aug. 22 jury trial.

An attorney who represented Carswell during his arraignment could not be reached for comment.
