Highlights of April 2 meeting of Marlboro Township trustees:

Department reports

Fiscal Officer Tracy Ferrett reported:

• Work session was held April 27 to discuss electric aggregation and potential uses of the local fiscal recovery funds.

• Received email from Sue Myers, chief fiscal officer for Stark County Sheriff’s Office, stating anticipated 2023 pay rates and fringe benefit percentages are due by May 13 for the OVITF Grant. Trustees recommended checking with Police Chief Ron Devies regarding plans to participate.

• Reported submitting the required ARPA Project and Expenditure Report for period from award date through March 31. She recommended passing the OTA Resolution adopting the standard allowance and allocating funds for a project. Per the Department of Treasury Final Rule effective April 1, “Treasury presumes that up to $10 million in revenue has been lost due to the public health emergency and recipients are permitted to use that amount (not to exceed the award amount) to fund “government services” [The “standard allowance”]. Trustees approved a resolution to adopt the allowance.

Fire Department – No one was present from the Marlboro Township Volunteer Fire Co., Inc. and nothing was reported.

Police Chief Ronald Devies was not present and there was no report.

Road Foreman Rick Bergert reported:

• Township cleanup went well. They filled four dumpsters with trash, three with steel, and one with tires. He thanked trustees, Devies, Brayon Battershell and the Fire Department (including Matt Anstine, Hal Lehman, Austin Haines, Dave Ferrebee, Aaron Cooper, and Troy Shaffer) for their assistance. He also thanked the Marlboro Women’s Club for lunch, and Anne Eddleman for cookies.

• Started a large pipe job on two properties with more than 400 feet of pipe on Pinedale Street.

• Ad was placed for road material bids for the summer road program. Told trustees he would like to open bids at May 16 meeting.

• New tractor had been guaranteed by May 10.

Zoning Inspector Ed Stanley was not present, and Assistant Zoning Inspector Linda Marx reported letters were sent out but there has been no response, and no confirmation received from the one sent via certified mail.

Trustee reports

Trustee Ken Eddleman reported:

• Asked if trustees and fiscal officer wished to hand out candy at the Memorial Day Parade. They agreed, and will each give $25 toward the cost of the candy.

Trustee Wayne Schillig reported:

• Marlboro’s Memorial Day Parade will be 1 p.m. May 30. Lineup will start at noon on St. Peters Church Road. A memorial service will follow at Marlboro Cemetery immediately after the parade. Parade chairman is Danny Ginther; marshals are Cliff and Peggy Sweitzer; and master of ceremonies is Eddleman. Guest speaker is Debbie White, with special music by Jeff Baker. Bell ringer will be Wayne Schillig. Presentation of the veterans wreath will be by Tom Liverett, and Gettysburg Address will be by Marlboro Elementary School fifth grade Student Council. Invocation and benediction by Rev. Ed Carter.

Trustee John Battershell reported:

• Received notification from Troy Rhoades from Ohio Edison that the company will perform a reconductor project to enhance the reliability and potentially reduce outage time in the event of a service interruption event. Work will be done through June 30, seven days a week, weather permitting on Miller Avenue from Nimishillen Church Street NE to Smith Kramer Street NE (at the time of the meeting, this work was estimated to be completed by May 14) and State Route 44 from State Route 173 to Beeson Street (at time of meeting, work was to start May 12 and be complete before June 30).

• Thanked everyone that participated in cleanup.

• Regarding the mitigation plan application reported at April 18 meeting, he contacted U.S. Army Corps of Engineers and they agreed to extend closing date for comments to June 15. See him for the email address to submit comments. The Army Corps has not yet approved a public meeting to answer questions, and it might be in the form of a teleconference. The Army Corps was only aware of the property south of Swamp Street, since any north of Swamp Street are in a different region.

Other action

• Trustees paid bills in the amount of $330,072.67.

UPCOMING – Trustees next will meet at 7 p.m. May 16 at Marlboro Township Hall. Trustees rescheduled the third meeting of May from May 30, which is Memorial Day, to 12:30 p.m. May 28 at Township Hall.
