Highlights of March 21 meeting of Marlboro Township trustees:

Department reports

FISCAL OFFICER Tracy Ferrett reported:

• Payment was made for the Lexipol annual policy manual for the police department for $3,766. Trustees agreed to apply for the $1,000 OTARMA Police Grant to use toward this purchase again. The OTARMA MORE Grant for $500 is also available again for 2022.

• Received notification that support for QuickBooks 2019 accounting and payroll software will end May 31. The software was updated to the 2022 version for $350 on sale, with regular price of $550.

• Reminded trustees that permanent appropriations are due April 1 and the OPERS annual conversion plan resolution must be submitted to OPERS for approval by March 31. Trustees approved motions for both items.

FIRE – No one was present from the Marlboro Township Volunteer Fire Co., Inc. and there was no report.

ROAD Foreman Rick Bergert was out working, so Trustee John Battershell reported:

• Department worked on the project on Clapsaddle Avenue. Because of a problem with the project, it will cost more than originally quoted.

• Township Cleanup Days will be noon to 5 p.m. April 22, and 9 a.m. to 2 p.m. April 23.

ZONING Inspector Ed Stanley reported:

• Request for rezone for two properties on Marlboro Avenue across from the old doctor’s office. The purchasers want to build an office and warehouse there for medical imaging.

• The Chapel in Marlboro is looking into putting up a new building.

• Dollar General store is still in the works. He has the plan of the layout in his office available for review.

• Someone is looking to purchase 52 acres on Pinedale Street to develop an allotment or condominiums. It includes the nuisance property formerly contacted by the Stark County Health Department (5501 Pinedale St.). According to Battershell, much of the property is swampy and proposed subdivisions need to go through Stark County Regional Planning.

• So far in March 2022, he has issued permits for a deck, a land split on Swamp Street) and a new home with a deck on Beeson Street. He also contacted the resident on Wade Avenue about the addition. The resident will start the process by contacting the Health Department.

• Received a question about the legality of the food trailer on Marlboro Avenue but has not yet responded. Trustees stated zoning is probably not an issue but the vendors would need a food license and inspection by the health department.

POLICE Chief Ron Devies was not present. Trustee Ken Eddleman stated he had copies of the Stark County Township Association Handbook for the department and asked Sgt. Vance to put the information about Township Cleanup Day on the police Facebook page, including the limit of six tires (not on rims) per resident and no hazardous materials.

Trustee reports

EDDLEMAN – Reported delivery of the sign was rescheduled.

TRUSTEE WAYNE SCHILLIG – No report.

BATTERSHELL – Read a note from the Marlboro Women’s Club to thank trustees for their donation to the Quarter Auction. The note stated that the auction was a success and the proceeds will be given back to the community to help others in need.

Other business

• Trustees paid bills for $61,139.27.

• Battershell reported that Atwater Township requested a purchase agreement signed by both parties for the tractor being sold by Marlboro Township. Atwater Township was planning to approve the purchase and payment at its next township meeting the following night. They wanted to pick up the tractor by the following week. Trustees approved resolution for purchase.

Department reports

FISCAL OFFICER reported:

• Received notice that the Bureau of Workers’ Compensation will be conducting a 2021 premium audit.

• The 2022 OPERS Annual Conversion Plan resolution approved at the March 21 meeting was submitted to OPERS, which, upon review, determined that payments for converted leave under this plan are earnable salary.

• The enrollment fee for the OTA 2023 Workers’ Compensation Group Rating Program, administered by third-party administrator Sedgwick is $1,420.00, up from $1,350 last year. Trustees approved a resolution to renew participation in the program. The fee will be paid at the next meeting.

FIRE Chief Matt Anstine from the Marlboro Township Volunteer Fire Co., Inc. reported:

• In March 2022, there were 35 responses logged. These included 10 fire responses and 25 EMS calls with four motor vehicle crashes.

• He issued reminder of statewide burn ban from 6 a.m. to 6 p.m. every day for March, April and May, per the State Fire Marshals Office. Township will partner with State Fire Marshals Association to have a smoke detector program for the residents. More information will be forthcoming.

POLICE Chief Ron Devies reported:

• In February 2022, department patrolled 3,865 miles and used 237.8 gallons of gasoline. For March 2022, department patrolled 5,300 miles and used 316.0 gallons of gasoline.

• Spoke with Zoning Inspector Ed Stanley about an issue at a property at Swamp Street and Ravenna Avenue about reports that someone was living in a camper on the property. He planned to contact the property owner. Battershell added that there also are other issues on the property.

• He will be looking for grants available to use for items needed, including radar, a Taser, a couple of body cameras, and at least three portable radios.

ROAD foreman reported:

• They are going to use Republic Services for township spring cleanup due to a better price per ton for trash and a cheaper rate on tires.

• Battershell gave update on the Hildenbrand property on Pinedale Street, noting he recently saw eight turkey vultures fly out of the barn, so there are creatures living in there now.

ZONING inspector reported:

• A letter was sent to the resident on Tope Road on March 25 via regular mail and no reply has been received. Schillig recommended sending another letter certified.

• He is currently working on a house addition and land split and will send a letter to the homeowner on Ravenna Avenue.

Trustee reports

EDDLEMAN – Reported receiving questions about Energy Harbor. One resident called the PUCO and they were going to send her a list of about 114 companies to go through. Ferrett stated nothing was received by the township from Energy Harbor regarding continuing/renewing the current aggregation agreement.

BATTERSHELL – Trustee Battershell reported he has been getting quotes for township sign installation, including the concrete footer. He also set up surveyor for the drainage project. He offered to contact someone from NOPEC regarding the electric aggregation program, and Schillig offered to contact Jay Sell at Aspen Energy Corporation for this purpose, as well.

Other business

Trustees paid bills in the amount of $31,589.59.
