Highlights of Marlboro Township trustees meeting of June 13:

Department reports

Fiscal Officer Tracy Ferrett reported:

• Calling Republic Services and Kimble Companies to get quotes for the monthly trash service (currently paying Republic $122.27 per month). The quote from Kimble Company was $52 per month plus a 23% fuel/environmental fee ($12) for an estimated total of $64 per month, with a one-time $75 delivery fee. Republic Services quoted $34.81 per month plus fuel/environmental recovery fees that change monthly ($16.70 on the quote) for a total estimated amount of $51.51 per month. Trustees approved a motion to stay with Republic Services for trash service at the new base rate of $34.81/month plus variable fuel/environmental recovery fees for an estimated total of $51.51/month.

• Checked township records after Trustee John Battershell’s report at the last meeting regarding a mitigation plan for Walborn Reservoir, which apparently needs updated every five years. She found a 2018 Resolution for the Stark County All-Hazard Mitigation Plan.

• A 2021 premium audit was conducted by the Ohio Bureau of Workers’ Compensation. This is the first BWC audit since she has been the fiscal officer. The only adjustment was that the 1099 wages paid to the zoning Inspector should have been included in “reported payroll” even though he is an independent contractor. Only employees receiving a W-2 were included. As a result, the township will receive an invoice for the premium shortage of about $16.

Fire Department – No one was present from Marlboro Township Volunteer Fire Co., Inc., but Chief Anstine emailed the May 2022 report, which Ferrett read:

In May 2022, 52 responses were logged. These included 16 fire responses and 36 EMS calls with nine motor vehicle accidents, 29 transports to area hospitals, and 10 patient refusals. As of the meeting date, the department was at 17 runs more for June than the same month last year. For the year, the department was at 202 runs (26 runs more than last year, or a 14.8% increase). They are currently at 1.7 runs per day for the month and 1.32 runs per day for 2022. They are at 231 man-hours on incidents for the month and 828 man-hours for 2022.

Marlboro Fire Department has partnered with the State Fire Marshal and are offering free smoke detectors to residents (limit one per household). Residents should contact the station at 330-935-0280 for more details.

Police Chief Ronald Devies was not present and there was no report.

Road Foreman Rick Bergert reported:

• Department is halfway through the first round of mowing.

• He will be ordering 50 tons of salt to try to meet the 80% requirement. They have the space to store it until needed and hopefully the current rate will be better than the new prices, which have not yet been released.

• He distributed estimates for the 2022 Summer Road Program, which included three different options. He recommended approval of Option 2, estimated at $217,101 and noted that $250,000 had been appropriated for the program (verified by Ferrett), so he requested approval up to that amount to cover any unforeseen costs. Trustees approved a motion to fund the effort.

• Regarding the Osborne Allotment drainage project, there was a discussion about installing 220 feet of pipe and stopping at the property line. Bergert would like to order the pipe and get it scheduled with Brandon at Stroup Land Improvement. Trustees approved a motion to order the equipment.

• Trustee Ken Eddleman asked about digging up at the corner of the township building to see if the drainage was connected. Bergert would prefer to hire someone to dig it up since it’s so close to the building.

• Trustee Wayne Schillig asked about using Lexington Township’s sewer jet. Bergert will ask them but previously they said it wouldn’t be a problem to borrow it.

Zoning Inspector Ed Stanley reported:

•  In May 2022, there were four permits (two new home, one detached garage, one patio addition) and two land splits. For June 2022 so far, there have been five permits (one garage addition, one detached garage, one awning, one attached garage addition, and the Dollar General store). Dollar General is getting close to starting rough grading. So far for 2022, permits have been issued for three new homes.

• Trail Winery received notice from the Stark County Building Department that all needed permits were not obtained so the winery has been shut down until it receives approval from them.

• High grass letters were sent by Assistant Zoning Inspector Linda Marx.

Trustee reports:

Eddleman:

• Contacted a plumber regarding a new hot water heater (the current one is 119 gal.) and received three estimates. One of the estimates also included an iron filter for an additional $1,460.00. Trustees discussed the estimates and favored a 75-gallon hot water heater with a lifetime warranty and thought an iron filter would be beneficial. Trustees approved a motion to schedule installation of a new 75-gallon hot water heater with a lifetime warranty in the Township Hall at a cost of $1,895 plus installation charges of about $400-$500, and an iron filter at a cost of $1,460 plus installation.

• Scheduled Augie’s Carpet Cleaning Service to clean the carpets on July 2. He is also trying to schedule having the floors done.

• The police outside doors need some repairs.

• He will call Barley’s Heating & Air Conditioning regarding the malfunctioning air conditioner in the Township Hall.

• Reported receiving a thank you note from Mr. and Mrs. Clifford Sweitzer regarding the Memorial Day Parade.

Schillig – Reported receiving a thank you note from Mr. and Mrs. Clifford Sweitzer regarding the Memorial Day Parade.

Battershell – Battershell was not present and did not leave a report.

Other business

Trustees approved a motion to pay bills in the amount of $22,994.57. Discussion included Ferrett noting that June 13 warrant #37457 to Hartville Hardware for $202.67 was not included in this total and would need to be approved at the next meeting.
