Local authorities have declared a "counter-terrorism operation" in the region. Most residents have been evacuated, Belgorod Oblast Governor Vyacheslav Gladkov said.

HUR representative Andriy Yusov emphasized that the raids are being conducted only by the Legion and RVC, with Ukraine having no involvement in the operation in Russia’s Belgorod Oblast.

Presidential advisor Mykhailo Podoliak confirmed that statement.
