Maryland Senate confirms appointments of local residents to boards and commissions

ANNAPOLIS — The executive director of Girls Inc. will join the Washington County Board of License Commissioners next month, the county Board of Elections will have new members and Hagerstown's new mayor will serve as a trustee for the Maryland Affordable Housing Trust.

Those are among the results of confirmations by the Maryland Senate during the recently completed Maryland General Assembly.

Maureen Grove, executive director of Girls Inc. of Washington County, was appointed to a six-year term on the Board of License Commissioners, also known as the liquor board, to begin June 1. She will replace Richard Newman, whose term expires May 31.

Hagerstown Mayor Tekesha Martinez was appointed to a four-year term on the Maryland Affordable Housing Trust Board of Trustees, beginning Oct. 1. Martinez was elected to the Hagerstown City Council in 2020, and was appointed mayor in early February after former Mayor Emily Keller was tapped for a position in Gov. Wes Moore's administration.

Four new members were appointed to the Washington County Board of Elections and one serving member was reappointed. Their four-year terms begin June 5. They include:

  • Donna Brightman, who most recently served as chairwoman of the Washington County Democratic Central Committee and is a past president of the Washington County Board of Education.

  • Kandace Carpenter, a local attorney recommended by the Washington County Republican Central Committee.

  • Tammy E. Downin, currently the board's vice president, was reappointed.

  • Nancy Armstrong, recommended by the Republican Central Committee.

  • Claudia Martin, a former member of the Democratic Central Committee.

Other local residents whose appointments the Senate confirmed this year include:

  • Hagerstown Community College Board of Trustees — Paula A. Lampton and Carolyn Williams Brooks reappointed to six-year terms beginning July 1

  • Maryland Economic Development Commission — Ginger Noble appointed to a three-year term beginning July 1

  • Amusement Ride Safety Advisory Board — Glenn Dale Fishack Sr. reappointed to a four-year term beginning July 1

  • Professional Standards and Teacher Education Board — Kristine E. McGee reappointed to a three-year term beginning July 1

  • Maryland Agricultural and Resource–Based Industry Development Corporation Board of Directors — Mary Shank Creek reappointed to a four-year term beginning July 1

  • Maryland 9–1–1 Board — Tawn T. Gregory reappointed to a four-year term beginning July 1

  • Maryland Public–Private Partnership Marketing Corporation Board of Directors — Sila Alegret–Bartel to a four-year term beginning Oct. 1

  • State Board of Waterworks and Waste Systems Operators — Davina Yutzy appointed to serve remainder of a term four-year term from July 1, 2021

  • State Board of Massage Therapy Examiners — Eduardo Souza appointed to a four-year term beginning Oct. 1
