BEAVER FALLS — A Michigan man is charged with homicide following Monday’s shooting in Beaver Falls.

The Beaver County District Attorney’s Office on Friday issued an arrest warrant for Decarlos Warren, 25, of Ypsilanti. He is charged with criminal homicide in the death of Dwayne Wells, 31, of Beaver Falls and aggravated assault in the shooting of three others.

Wells and Monte Warren, 30, of Michigan, died from injuries sustained outside of the Harmony Dwellings public housing complex around 9:30 p.m. on July 12. Both deaths were ruled a homicide.

Three more were injured during the shooting; two were flown to area medical facilities by helicopter for surgery and the third was treated at a hospital and discharged.

According to the criminal complaint, investigators secured surveillance footage of the incident from the Beaver County Housing Authority. The footage allegedly shows Decarlos Warren firing a handgun, killing Wells and wounding three others.

One of the victims is seen returning fire, according to police, striking Decarlos Warren’s brother, Monte.

Decarlos Warren is then observed entering into a black Jeep Cherokee with his brother and fleeing the area, police said. A witness told investigators they received a call from Decarlos Warren after the shooting to help take his brother to the hospital for treatment.

Federal agencies have been asked to assist in Warren’s arrest and extradition back to Beaver County.

The investigation is ongoing, Beaver County District Attorney David Lozier said. Additional charges may be filed in the future as forensic evidence is processed.

Witnesses reported hearing dozens of gunshots in the 900 block of 10th Avenue during the incident, with multiple emergency responders arriving shortly after.

“The residents of Beaver Falls may rest assured that based upon the current investigation there are no at-large suspects aside from (Warren) who is being sought in other locales,” Lozier said in a statement.

The investigation is led by the City of Beaver Falls Police Department with the assistance of the Beaver County Detective Bureau.
