A Milwaukee nonprofit economic development executive has been appointed as the new head of Wisconsin's housing development authority
The leader of a Milwaukee nonprofit economic development effort has been appointed as the new head of Wisconsin's housing development authority.
Elmer Moore Jr. will serve as chief executive officer and executive director of the Wisconsin Housing and Economic Development Authority, effective April 11.
“Access to affordable housing is critical in supporting Wisconsin’s working families, employers, and the economic well-being of our communities,” said Gov. Tony Evers in a statement announcing the appointment. “I’m thrilled to have Elmer Moore join our administration to serve in this important role."
The authority, known as WHEDA, has 165 employees and a $3 billion portfolio — mainly loans and loan guarantees to help affordable houses and apartments.
Scale Up Milwaukee focuses on supporting business development and job creation, including an emphasis on reducing the wealth gap between Black and white people.
“It is a tremendous honor to accept Gov. Evers’ appointment to serve as WHEDA’s CEO and executive director,” said Moore.
“Advancing innovative solutions and resources that provide equity for all has been the foundation of my career," Moore said in a statement.
Moore has a bachelor’s degree from Muhlenberg College, in Allentown, Pennsylvania, and a master’s degree in business administration from Columbia Business School in New York.
Moore is succeeding Joaquín Altoro, who in November was named administrator of the U.S. Department of Agriculture's Rural Housing Service.
