Sophie Phillips, last year's Miss Delaware winner, wrote on Instagram that "the work that (Otley) already do(es) for this state is exceptional."

"I cannot wait to see what you accomplish as Miss Delaware 2022," Phillips wrote to Otley. "You are beautiful inside and out and we are beyond excited to welcome you into this sisterhood."

Otley, who topped 10 other contestants for her title, will go on to represent Delaware in the Miss America competition next year.
