Missouri legislators consider bill forcing Kansas City to spend more on police

Police chief Rick Smith spoke in favor of the bill, which would require the city to spend at least 25% of total revenue on policing; it currently devotes 20% to police. The city’s mayor said the measure would do nothing to help officers and is unconstitutional.
