Mitchell City Council annexes land into city limits for housing development

Apr. 6—The Mitchell City Council gave its blessing to a plan to annex a prospective housing development into the city limits on the north edge of the community.

The council voted unanimously to approve a resolution to annex land during its regular meeting on Monday.

The development is planned for the north end of the city, near the intersection of East 38th Street/251st Street and North Harmon Drive. The development is northeast of where Firesteel Creek runs from Lake Mitchell and turns south toward the James River.

The land has been owned by Chris and Laura Fosness but Ethan Co-Op Lumber is in the process of purchasing the land and plans to develop the subdivision of homes. According to Davison County records, the plot of land is nearly 59 acres.

Not all of that plot will be part of the initial round of construction. A first phase of construction would include 26 lots and would be in the northernmost lots in the development along East 38th Street.

Jeff McCormick, an engineer with SPN Engineering, said the first phase of the development would be part of a three-part project. At full capacity, the development would have as many as 79 lots on the land. He explained that bigger lot sizes are planned in the development for homes to be built there.

Mitchell officials explained Monday that there is a wide city right-of-way that follows Highway 37 and will connect to the future development, making the housing contiguous to the current city limits.

City Council member Jeff Smith said the project can be an exciting one for housing in the city but wanted to know about the current access to city utilities. There are plans to extend the city's water main system further to the north later this year, Mitchell Public Works Director Kyle Croce said.

"We have the sanitary sewer infrastructure nearby and had planned to expand the water main this year," Croce said. "That's been a couple years in the making."

Mitchell City Planner Neil Putnam said the design of the subdivision is still being developed, with more rezoning and platting to come through the Mitchell Planning Commission and the City Council.

"This is the first step in this process," Putnam said.

Mitchell Mayor Bob Everson was supportive of the plan as the council passed the resolution for the annexation.

"It will be a very nice development," Everson said.
