Mitchell City Council to hold public discussion on city's snow removal process on Monday

Feb. 5—MITCHELL — The Mitchell City Council will hold a public discussion on Monday about the city's snow removal process.

As part of the council's request, any residents who are seeking to provide feedback to the city on the snow cleanup are welcome to speak during the discussion portion of the meeting at City Hall. The council meets at 6 p.m.

The discussion item was placed on the agenda at the request of Council President Kevin McCardle, who recently criticized an editorial in the Mitchell Republic newspaper that assessed the city's snow removal performance following the Jan. 2-3 blizzard.

The blizzard dumped 23 inches of snow on Mitchell over the course of two days. Crews have been widening streets since the winter storm, as excess snow made for narrow streets.

No action will be taken following the discussion portion of the city's snow removal process.

The following items will be considered as part of the consent agenda:

* Approve the minutes and reports from the Jan. 18 council meeting.

* Approve committee reports.

* Approve grant acceptance from the state of South Dakota for the Safe Place of Eastern South Dakota's plan to build a new facility.

* Approve grant application for a state library grant.

* Set the date for the following bid opening: Feb. 8, for the Third Avenue and Main Street streetscape project.

* Set the date for the following bid opening: Feb. 15, for the water main distribution system improvement project.

* Set the date for alcohol license applications to be held on Feb. 21.

* Approve pay estimates.

* Approve bills, payroll, salary adjustments, new employee hires, authorization of recurring payments and other expenses.

* Recite pledge of allegiance and receive invocation from New Home St. Mary's Church.

* Hear citizens input.

* Hold hearing on the following alcohol license applications: An application to transfer RL-5768 retail (on sale) liquor license from X-treme Golf Inc., doing business as Lake House, located at 2700 N. Main St., to Puddle Jumper, LLC, located at 309 W. 13th Ave. (License will be inactive); An application to transfer RB-26966 retail (on-off sale) malt beverage and South Dakota farm wine license from Lucky Clovers, LLC, located at 1100 E. Havens Ave., to Lucky Clovers, LLC, located at 1416 N. Main St. (License will be inactive); An application to transfer RB-26967 retail (on-off sale) malt beverage and SD farm and wine license from Lucky Clovers, LLC, located at 110 E. Havens Ave., to Lucky Clovers, LLC, located at 1416 N. Main St. (license will be inactive).

* Approve application for a medical cannabis dispensary, located at 715 S. Rowley St. Donald Livesay Jr. is the applicant seeking to open a dispensary at the location.

* Approve the purchase of 13 APX 6500 mobile radios for Mitchell Department of Public Safety.

* Approve James Valley Drug Task Force joint powers agreement.

* Approve equitable sharing agreement and certification.

* Approve amendment to a grant fund application submitted to the South Dakota Department of Transportation.

* Approve a resolution to plat of lot 1-2-3-A of block 15, Indian Head third Addition.

* Approve a resolution to plat of lot 4, block block 7 of Westwood First Addition.

* Approve a resolution to plat of lot 2 of the Island First Addition.

* Approve annual bridge inspection report with the SDDOT.

* Approve application for an Environmental Protection Agency (EPA) grant to help fund the city's new recycling building.

* Consider entering into an executive session, citing legal discussion.
