More than 300 housing units to be developed in the Fox Cities over the next year

APPLETON – Progress of new housing developments can be seen throughout the Fox Cities and beyond. Residents can expect to see new developments such as luxury apartments, single-family units and penthouses, some with additional retail spaces be completed over the course of 2023.

Last June, Outagamie County released a report stating that the region needs between 1,000 and 2,000 new housing units per year to keep up with growing demand.

Over the next year more than 300 housing units, including townhomes and single family units, have been confirmed to either start or be completed in Appleton, Neenah, Menasha and Kaukauna.

Here's what those developments will look like.

North End Apartments

In August, construction began on a new mixed-use apartment and retail complex in the Interstate 41/North Richmond Street area.

The North End Apartments will be located at 4155 Galaxy Drive, near the Meijer grocery store. The complex will consist of 77 units and 10,000 square feet of retail space.

Jack Klister with North End Apartments LLC and FORE Development said rent for these apartments will be similar to other market-rate projects.

The complex will offer paid indoor parking or free outdoor parking, large balconies on each unit, a fitness room and indoor and outdoor community areas.

Construction is expected to be complete by August.

Eagle Ridge condos

The Eagle Ridge condos are the third and final phase of the former Foremost Farms USA whey plant redevelopment along the Fox River. The eight-unit townhouse condominiums will be on the 900 block of E. John St.

A 99-unit Eagle Point Senior Living complex and a 28-unit Eagle Court Memory Care facility make up phase one and two of the redevelopment.

The three-story Ridge condos are estimated to have a total value of $4 million.

Construction on the condos began last spring and is expected to be complete by the end of this year.

Matt Rehbein, economic development specialist for Appleton, said the condos will not specifically be targeted at the senior community.

The city will provide up to $600,000 in public assistance to help in the construction.

The Blue at the Trails

The Blue at the Trails neighborhood is the final redevelopment stage of the former NewPage paper mill site.

The new neighborhood is the final part of a 98-acre riverfront community concept, consisting of parks, trails, houses, condominiums and apartments called the Cedars at Kimberly.

The Cedars redevelopment includes: the Rivers Edge Subdivision, a lot consisting of 40 single-family units; the Current of the Fox, a lot consisting of three luxury apartment complexes; and Treaty Park.

The Blue at the Trails will be located on the east side of the The Cedars and will consist of more than 30 townhomes and condominiums along the Fox River and will accommodate around 200 residents.

These developments are located in Kimberly's Tax Increment District 6.

Construction on The Blue is expected to begin early this summer.

Dreamville Kaukauna apartments

A 90-unit apartment complex building at 222 Lawe St. in Kaukauna is expected to be completed by 2024. The project will cost $17.5 million.

A Texas-based developer, Dreamville Kaukauna LLC, also took over a second apartment development on the same street after its previous developer dropped the project due to lack of funding.

The apartments will range from studios to three-bedroom units and will include underground parking.

Excavation on the site has already begun according to Lily Paul, associate planner for the city of Kaukauna.

Kaukauna's old library building

Kaukauna is turning its old library, the Carnegie Building, into a mixed-use commercial and residential building.

Renovation on the building, located at 111 Main St., is expected to be completed by mid-February.

The renovated building will consist of eight luxury apartments.

Harbor Lofts

The former Anchor Bank building at 130 Main St. in Menasha is being redeveloped into commercial space and apartments.

The Harbor Lofts will be valued at about $3.1 million. The basement and first floor will be renovated as a commercial space. The second, third and a new fourth flour will be used for 14 new apartment units.

Dark Horse Development of Menasha is in charge of the 33,000-square-foot building renovation.

Cole Alsbach, vice president of operations for Dark Horse Development, said the fourth floor addition will be part of the third floor loft units, with common apartment space on the third floor and the bedroom and master bath part of an added loft on the fourth floor.

Two of the seven loft units will have a patio/deck.

The Harbor Lofts are expected to be completed by March.

201 West

201 West is a luxury community complex in downtown Neenah on the corner of Church Street and Wisconsin Avenue.

The complex will consist of six stories and 39 units, including top-floor penthouses. Apartments range from one to three bedrooms.

The first floor will consist of 5,000 square feet of retail space, while the remaining 38 units will be on the upper floors.

Rent will range from $1,300 to $3,500.

Amenities include Wi-Fi, washer and dryers, stainless steal appliances, floor-to-ceiling windows and pet-friendly units and establishments.

Supply chain issues caused a short delay in the construction of the project but it is now expected to be completed by March.

"We are shooting to open the doors on April first," said Jason Tadych, lead developer on the project.

Tadych said the goal is for people to be able to move in right away.

The Brin

The Brin is a 43-unit apartment complex under construction in Menasha.

Previously, the building was home to the Brin theater but was damaged by a fire in August 2018. It is now being redeveloped as a mixed-use structure featuring retail and residential units.

According to an August 2021 article in the Post Crescent, construction on the Brin complex started back up again in May 2022 after being delayed in March due to complications with city approval.

A completion date for the complex has not been announced.

The Menasha planning committee was unavailable to provide an update on the project.

Banta Lofts

The Banta Lofts will be a 34-unit apartment complex with an additional 3,000 square feet of commercial space in Menasha.

These apartments will be redeveloped from the former Banta Corp. printing plant.

This project will coincide with the redevelopment of The Brin.

As of the Post Crescent's last update in August 2021, plans call for taxes generated from the building to go into extending Oak Street near the dam and assisting in the Lawson Canal restoration project.

The Oak Street extension was set for 2022 and the Lawson Canal restoration was planned for 2023.

The developer, CR Structures, was unavailable to provide an update on the project.
