“It (the attack) certainly could be targeted at civilians," he said.

Kirby added that the United States doesn’t have detailed information about this particular air strike yet, but, according to him, the attack could well have deliberately hit civilians.

“It's obviously right out of the Russian playbook to target civilian infrastructure and to show no regard for avoiding the targeting of civilians,” he added.

“So it absolutely could be.”

On March 22, Russian forces launched an attack on the city of Zaporizhzhya, using Multiple Launch Rocket Systems (MLRS).

Ukraine’s Air Force spokesman Yuriy Ihnat said that current data indicates that the attack was made with long-range MLRS, possibly Tornado-S
