Muncie woman arrested in dealing heroin that caused fatal overdose

MUNCIE, Ind. — A Muncie woman is accused of providing a local man with the heroin that led to a fatal overdose in January.

Kimberlee Ann Twig, 29, was arrested Friday on preliminary counts of dealing in a controlled substance resulting in death, conspiracy to commit dealing in a controlled substance, obstruction of justice and possession of a narcotic drug.

She continued to be held in the Delaware County jail on Monday under a $65,000 bond.

According to a Muncie Police Department report, Twig is accused of selling heroin to Robert Zachariah Combs-York, 27, before his fatal overdose at her home last Jan. 15.

A witness provided investigators with a recording of a conversation in which Twig reportedly discussed the possibility of going to prison for her role in Combs-York's death.

"During the conversation, Twig states that she didn't know it was going to kill him and it wasn't supposed to happen," an affidavit said.

After she was taken into custody by Farmland officers on Friday, Twig allegedly told a Muncie police detective she had heroin on the night of Combs-York's death, and that she had agreed to sell him a "line" of the drug for $2.

Twig said that heroin was purchased in Ohio, where she routinely buys the drug and then deals it to "a small number of people" locally, according to the court document,

At the time of her Friday arrest, Twig was carrying a bag containing 2.9 grams of a "brown powder substance" believed to be heroin.

Authorities said after the overdose, unsuccessful efforts were made by Twig to resuscitate Combs-York with two doses of Narcan, a medication used to reverse the effects of opioid ingestion.

During the investigation, Twig at some point showed police a text message, purportedly sent by a friend of the victim, that appeared to indicate that man had provided Combs-York with the fatal dose of heroin.

However, investigators determined that message was bogus.

The dealing-resulting-in-death charge is a Level 1 felony carrying up to 40 years in prison.
