Mystery Remains As NJ Nursing Home Coronavirus Deaths Keep Rising
NEW JERSEY – They just don't add up.
This is what state officials say they're continuing to hear about the rising – and, in at least some cases, alarming – number of cases and fatalities at New Jersey's nursing homes and long-term care facilities amid the ongoing coronavirus crisis (see list of nursing homes, case totals and fatalities below).
The state has lost at least 17 percent of the people in those facilities who have been diagnosed with COVID-19 – which is about quadruple the statewide percentage of total fatalities.
But a big part of the problem is that, health officials acknowledge, the numbers are probably higher – maybe even way higher. Families and loved ones are now demanding that state officials and the facilities themselves need to be more upfront about the level of contamination in nursing homes, veterans homes and other long-term care facilities.
Gov. Phil Murphy even acknowledged the discrepancy during a recent press conference, saying: "There's no question there's an unevenness, and that would be charitable, of communication to loved ones to next-of-kins about the state of play."
"We've heard far too many stories where (people say), 'I called and no one picked up,' or, 'I called and no one answered.' It's not just frustrating for us, but it's crushing for a loved one," he said.
Indeed, a doctor is demanding answers from a nursing home in Newark after her uncle died from coronavirus-related complications last week. Rachna Patel told Patch that her uncle tested positive for COVID-19 after being admitted to Saint Michael's on April 13.
Before he fell ill and was transferred from New Vista to the hospital, her cousin made calls to the facility on April 7, April 8 and April 10. None were returned, Patel said. Read more: Doctor Wants Answers From Newark Nursing Home After Uncle Dies
Health Commissioner Judith Persichilli has said she may address the issue – and perhaps hopefully fix the communication problems – by Friday, May 1, and Murphy had scheduled a news conference. But the topic did not come up when they both addressed the public.
Persichilli also acknowledged the discrepancies, but she appeared to point the blame toward the nursing home and long-term care facilities themselves when the state Department of Health first released the numbers of cases and deaths at each nursing home and long-term facility on April 20: "Their death reporting seems to be not correct."
Persichilli said the numbers are "self-reported" by the facilities themselves, and that the Department of Health "will make sure by death certificate that we are counting all the deaths appropriately."
Some of these nursing homes and long-term facilities say they're trying to bridge the information gap while also doing their best to protect their staff and residents, and they may not have the capacity to do both.
Some facilities such as Ocean Crest Pointe Rehabilitation & Healthcare Center initially reported nine cases and then doubled their numbers just hours later when they were reported on April 22. Then there's the Veterans Memorial Home in Paramus, where more than 80 percent of the residents have tested positive for the coronavirus. At the facility, at least 241 people have been diagnosed and more than 50 have died. But only days ago, the facility reported that there were fewer than 190 cases. Persichilli also said state surveyors will continue to investigate the nursing homes and whether they're properly equipped to take on all these tasks while looking at infection control, personal protective equipment and other issues.
At the same time, Persichilli said, the DOH has repeatedly "reinforced their obligation to inform residents, staff and families" about the number of cases and fatalities in the nursing home and long-term care facilities.
"However, we are still hearing concerns that that is not taking place," Persichilli said.
Persichilli said her department first told these facilities to inform people on March 6, and that they should report suspected outbreaks immediately to their local health department.
"Some facilities informed us that the data needs to be reconciled with their current information," she said. "They have seen some gaps."
The horrors of what was described as a "makeshift morgue" at the Andover Subacute & Rehab Center Two in Sussex County prompted state officials to finally release numbers that show how the coronavirus has ravaged the long-term care community. Andover had among the highest death and case totals in the state, and it drew additional scrutiny after it received subpar ratings in recent years. The overall rating for Andover Subacute and Rehab II is one star over the last three years, placing it "much below average."
According to statistics available on Wednesday, Andover had 174 cases and 46 deaths – a coronavirus fatality rate of 26 percent.
But it's not just the facilities with low ratings that are experiencing the outbreaks.
In West Caldwell, the Crane's Mill retirement home – which has a five-star rating from the Centers for Medicare & Medicaid Services – has seen 18 deaths related to COVID-19, a document recently showed.
Crane's Mill administrators say they've been protecting staff and the facility's 365 residents from the COVID-19 virus by implementing and adjusting protocols and policies to strictly adhere to guidelines from the Centers for Disease Control and Prevention and the NJDOH.
"Like most senior living facilities across the Northeast Region, we faced challenges in mounting an impenetrable defense against this highly contagious virus that our health experts are still learning about," said Colleen Frankenfield, president and CEO of Lutheran Social Ministries of New Jersey (LSMNJ), which operates Crane's Mill. One of the facilities listed by the state, however, contacted Patch to contest being included on the list of nursing homes and long-term facilities.
"Encompass Health Toms River and Encompass Health Tinton Falls are licensed hospitals that provide physical medicine and rehabilitation services," said Hillary Carnel, associate director of media relations for the facilities. "Our hospitals provide a different level of care than a nursing home. We serve patients and don't have residents in our care."
