Naperville council to vote Wednesday on 6-unit Riverwalk Place condominium development

Plans for the six-unit condominium near downtown Naperville are expected to cross the Naperville City Council finish line next week after clearing the Naperville Planning and Zoning Commission with a positive recommendation.

Lee Mandel wants to demolish his one-story accounting firm building and adjacent parking lot at the northwest corner of Jackson Avenue and Mill Street to make way for a four-story condominium building with balconies overlooking the Riverwalk.

The commission earlier this month recommended the council rezone the property at 415 Jackson Ave. from office, commercial and institutional use to a secondary downtown district that allows multifamily residences.

The request goes to the council at 7 p.m. Wednesday at the Naperville Municipal Center. The meeting is day later than normal because of Tuesday’s election.

Vincent Rosanova, the attorney representing Mandel, said the Riverwalk Place development will be a transition between the business focus of the downtown area and the residential neighborhood.

The property is flanked by businesses on the east and west and Naperville Park District’s maintenance facility and main office to the north and south.

Rosanova said Lee and Portia Mandel will move into the building when construction is completed.

Besides the zoning change, the commission agreed the city should allow the consolidation of the two lots — one for the building and one for the parking — into a single, 10,934-square-foot lot and approve a variance to reduce the front-yard setback along Jackson Avenue.

The setback would be consistent with what currently exists on the property and next door but will allow space for landscaping between the sidewalk and building, Rosanova said.

The proposed side and rear yard setbacks are larger than required.

Planning and Zoning Commission Chairman Anthony Losurdo called the condos a needed addition to the downtown area.
