Luxury condos proposed off North Goodlette Frank Road along Gordon River have Naples Airport Authority's blessing after the developer agreed to an avigation easement that requires that future residents acknowledge the noise and nuisance of the nearby airport.

Inlet Quay is a proposed community of 37 "high-end" condos on Commons Drive Loop accessed from North Goodlette Frank Road. Wheaton, Illinois-based T2 Capital Management LLC is the applicant with Naples-based Hole Montes serving as project manager.

Although the proposed condos aren't within the airport noise contour – an area where noise levels are projected – Airport Authority Executive Director Chris Rozansky anticipated noise complaints and problems.

The condos would be "slightly more than 1,000 feet from the runway," Rozansky told the Airport Authority board on Dec. 14. "(It) falls just outside the noise contour, but certainly would be significantly impacted."

Deal between developer and Airport Authority

A deal with the developer means Rozansky can avoid opposing the community, as he and the board previously did for the now approved Rock Creek community. County Commissioners approved a zoning change in November after developers and the Airport Authority reached an avigation easement deal. The avigation easements also limit height restrictions for trees and buildings.

"We previously were intending to go give comments to the City of Naples – both the planning advisory board meeting and the city council meeting, where this was to be decided, or discussed," Rozansky told the Airport Authority board on Dec. 14.

"We believe it’s beneficial to the airport authority and to the developer to have a recorded instrument letting all future residents know they will be subject to noise and nuisance from the neighboring airport," he said. The deal reached for Inlet Quay, though it has not been executed yet, is similar to that of Rock Creek, Rozansky told the board.

"We strive to be consistent in the language for all easements, but the circumstances and elevations are unique subject to each development's location and its proximity to the nearest runway," Rozansky said in an email. The board authorized Rozansky to sign the easement.

Naples Planning Advisory Board and City Council are expected to consider Inlet Quay next year.

Condos will face Gordon River for 'panoramic primary views'

Plans from MK Architecture show the condos would be located in a seven-story building with parking only on the first floor. Mostly three bedrooms – the residential units would be on the second through seventh floors, with parking on the first and amenities on the second. A raised pool deck, an at-grade parking garage, a rooftop lounge, and a boardwalk connection to an existing private boat dock marina are planned, according to the application.

The building will have an entrance from Commons Drive and a porte cochere (covered) drop-off at the main entrance to the building's lobby. The lobby also connects to the parking garage on all sides with an additional guest parking lot towards the south of the building.

Lanais in the 2,751 to 6,034 square-foot units will face the Gordon River waterway with panoramic primary views looking from the northeast following Gordon River around to the southwest.

Located in The Commons professional park, Inlet Quay, at 750 Goodlette Frank Road, is situated north of Charlie C. Anthony Park, separated by the Gordon River waterway and west of Naples Airport, also separated by the Gordon River waterway. The north boundary includes an adjacent mangrove preserve with an existing boat marina located on the river.

Calls and/or emails to T2 Capital Management's Dan Venard and Naples Deputy Planning Director Leslee Dulmer weren't returned.

The existing planned development and Development of Regional Impact (DRI) were approved in 1980 and annexed into Naples in 1989, according to planning documents. The planned development and DRI are vested to allow multi-family usage up to 100 units, along with six stories over parking.
