The county administrator is appointed by the board and is responsible for the overall management of the county, according to a news release.

Only months ago, in July, Burd announced his resignation as administrator, effective Sept. 1, to take a job as city manager of Nassau Bay, Texas. Burd had served as administrator since 2020. His initial three-year contract ended in July.

Cindy Arbanas, the county’s chief financial officer and deputy county administrator, has served in the interim.

During the search process, officials said, Burd “reached out to Livingston County regarding the potential to return to his former position."

Burd submitted his resignation to the Nassau Bay City Council at a special meeting Nov. 8. Burd declined to elaborate on the reasons for his resignation, but said the decision was made in the best interest of his family.

“Working with this council has been a great experience,” Burd said Nov. 8. “I really enjoyed my time with you all. I think the world of our city staff. I work mostly with our directors and they’re great people and I’m sorry to disappoint them.”

There was no discussion among Livingston County commissioners regarding Burd’s re-appointment Monday. As part of the approved resolution, commissioners voted to suspend the search process for a new administrator.
