Newark Council hears updates on water, sewer projects

NEWARK − Roger Loomis, the city utilities superintendent, updated City Council's Service Committee on Monday on 15 city projects that will cost an estimated $159 million.

Several projects will be completed in 2023, but some will continue for several years, ending in 2026 and 2028.

Loomis said the plans are to pave Fourth Street in downtown this week as the Fourth Street sewer separation project continues. The remainder of the project will be on Locust and Granville streets, with an estimated date of July.

Newark water/sewer current projects

Following is a list of the city's utility projects, with estimated completion dates and costs.

40th Street Tamarack transmission waterline: Installation of 16-inch water line from a new line on Country Club Drive to Terrace Avenue as part of ongoing effort to increase water volumes to the west end and Tamarack Business Park; 95% complete. Finish in early November. Cost: $6.5 million.

Fourth Street sewer separation: Part of long-term control plan, separation of sewers on Fourth Street from National Drive pump station to Locust Street, then to Granville Street and ending at Ohio 16 bridge. Work includes new sanitary, storm and water lines. Separation of combined sewers to reduce overflow; 75% complete. Paving this week on Fourth Street and open in mid-November. Work continues next year on Locust and Granville streets. Entire project to finish by July 2023. Cost: $27.2 million.

Thornwood-Faye Drive booster stations: Installation of new booster station on Faye Drive and upgrade of existing station on Thornwood Drive to ensure consistent service to the area; work starting third quarter of 2023. Cost: $4.1 million.

Lead service line replacement: Replacing all (about 5,000) non-copper or plastic service lines in the system to comply with Ohio EPA mandate to remove all lead from the drinking water system. Estimated 100 services complete in first quarter of 2023; to bid another 200 services in fourth quarter of 2022. Completion in 5-10 years; Cost: $25 million to $35 million.

Siphons and CSO optimization: Adding and modifying siphons and CSO outlets near downtown and Jefferson Street area along Raccoon Creek. In progress and completion in August 2023. Cost: $2.4 million.

UV upgrade at Wastewater Treatment Plant: Installation of new ultraviolet light disinfection system to replace existing system; 90% complete. Estimated completion April 30, 2023. Cost $5.1 million.

Raccoon Creek streambank restoration: Cooperative project with Army Corp of Engineers to rebuild low head dam on Raccoon Creek. The dam is starting to fail. It protects existing water and sanitary lines and prevents erosion along Ohio 16. In progress. Estimated completion May 31, 2023. Cost: $1.4 million (city portion, 35%).

Water Treatment Plant instrumentation upgrades: Update plant monitoring system; additional controls for water treatment processes added and storage tank monitoring on Horns Hill and river water quality metering. Estimated completion first quarter of 2023. Cost: $3.1 million.

River Road sewer: Installation of 3,400 feet of gravity sewer line on River Road, connecting Park Trails to Reddington Road; replacing sanitary lift station and force main with gravity system; part of Thornwood Drive-Cherry Valley Road bridge project; 75% complete; construction bid first quarter of 2023. Cost: $4.8 million.

East side water transmission line: Installation of three miles of 16-inch water line to loop system from New Haven Avenue to Dayton Road area to improve water quality, fire protection and provide possible connection point for water line to Licking Valley Water District. Estimated completion fourth quarter of 2023. Cost: $3.5 million

South Second Street: Sewer line to connect separated sewers in downtown area to interceptors along South Fork Licking River, and then to treatment plant. Design completed in fourth quarter 2023. Estimated construction completion in 2026. Cost: $20 million.

Ohio 16 North: Sewer separation project will include area north of Ohio 16 at Hudson Avenue and along Ohio 13 to Rugg Avenue. May need to be completed in phases. Coordination with ODOT for Log Run Bridge replacement. Estimated completion in 2028. Cost: $50 million.

Church Street water line relocation: Relocate aerial 10-inch water line to south side of bridge to accommodate ODOT bridge replacement. Completion in first quarter 2023. Cost: $89,903.

Licking River Dam improvements: Address deficiencies identified by State dam safety authorities; create overflow channel on east side of dam to direct flows to a control structure that will discharge to the river 200 feet downstream. Completion in 2023. Cost: $96,000 for design and $415,000 for construction

Water tower painting: Replace aging coating on water tower. Completion in third quarter 2023. Cost: $27,150 for engineering and $150,00 for painting.
