A rezoning could pave the way for a new apartment complex on Carolina Beach Road.

Palm Grove, a multi-family residential rental community, is proposed for a little over 4.5 acres of vacant land at 6634 Carolina Beach Road. But first, the property would have to undergo a rezoning.

The current zoning of the parcel is R-15 residential, and the applicant, Cindee Wolf of Design Solutions, is seeking a conditional zoning district with residential multi-family, moderate density. The owners of the property are Giovanni Ippolito and Tayna Vlancancich.

The development would be located near the intersection of Glenarthur Drive and Carolina Beach Road to the west of Carolina Beach Road, according to the concept plan.

The surrounding area includes single-family homes on Glenarthur Drive that would back up to the development. North of the property is Lighthouse Shining Ministries and Oak Grove Cemetery.

There would be six multi-story apartment buildings, each with a different number of units.

Two buildings are proposed to have two stories with eight units. The four other buildings would have three stories with 12 units in each building.

In total, the complex would have 64 units available for rent. The concept plan also includes a large parking lot with 138 spaces that loops around the the six buildings. The complex would have an access point from Carolina Beach Road.

Existing water and sewer services are currently available to the site from Cape Fear Public Utility Authority. Public mains and electric power, community antenna television, gas and telephone would be installed underground.

The site runoff will flow to Lords Creek Watershed and the tract is not impacted by any special flood hazard, according to the concept plan.

According to a community notice sent to neighbors within a 500-foot perimeter of the lot, the applicant held a community meeting in April to discuss the project.

The New Hanover County Planning Board recommended an approval of the rezoning on June 6 and the Board of Commissioners is set to vote on the rezoning July 22.
