City of Muncie: State Board of Accounts completes review; employee reinstated

MUNCIE, Ind. — The State Board of Accounts has completed an investigation requested by Mayor Dan Ridenour's administration and determined that "all money is accounted for," according to a news release issued Thursday.

In the release, the Ridenour administration indicated a city employee who had been placed on administrative leave in April will be reinstated.

In early May, it was announced that city officials on April 19 received a report "indicating possible irregularities in the application of the city's standard operating procedures and ethics guidelines."

Ridenour requested an "independent investigation" by Indiana State Police and the State Board of Accounts and placed the employee on administrative leave with pay.

Thursday's release said the SBA had "confirmed that all money is accounted for," and that the city "is confident there was no fraud or misuse of funds."

The city has not released the employee's name or in what office they are employed.

A State Board of Accounts audit of city government in September 2023 referred to pay-related issues with an employee involved in "management of Prairie Creek Reservoir.”

Tha audit suggested there was "insufficient documentation" of the hours the employee worked while drawing pay both as a full-time city employee and a consultant.

City officials have never confirmed publicly that was the issue they had requested be investigated.

Thursday's release made no reference to the participation of Indiana State Police in the investigation.

Delaware County Prosecutor Eric Hoffman said Thursday he had not been notified of an investigation of city government.
