El Paso police make arrests after man shot 3 times in Central gang shooting

El Paso police have made arrests in connection with a gang-related shooting where a man was shot three times outside a Central-area apartment last week, court officials said.

The man, who was hospitalized and underwent emergency surgery, was shot in a confrontation while allegedly being "X-ed out," or kicked out, of a gang, Assistant District Attorney Hallie Rideout said Monday, July 15, during teleconference detention hearings for two of the suspects.

Police arrested Jazmine Enedina Garcia, of Central El Paso, and Joseph Xavier Peters, of Northeast El Paso, on two counts each on charges of aggravated assault with a deadly weapon.

Garcia, who is accused of being the shooter, is jailed on a $350,000 total bond. The total bond for Peters is set at $75,000. Magistrate Judge Linda Estrada refused to lower the bond amounts because of the violent nature of the crime and the safety of the community.

Both Garcia and Peters remain incarcerated at the El Paso County Jail in Downtown. No other arrests have been announced by police officials.

Gang-related shooting on Nashville Avenue

The shooting occurred about 4:45 a.m. on Friday, July 12, outside an apartment in the 4100 block of Nashville Avenue next to Pershing Drive near the Patriot Freeway.

A couple was awakened by someone banging on the windows of the home, Rideout said, citing police documents. During a confrontation outside, Garcia allegedly yelled at the man and slapped him in the face. Garcia allegedly began yelling she was "going to X out" the man who was later shot.

Garcia then ran to her car and five guys and another female got out and surrounded the couple, Rideout said. The man pulled out a handgun and fired it twice into the air to try to scare them away before the couple ran back into their apartment. When the couple got back inside, they realized the man had been shot three times.

A police investigation identified Garcia as the shooter, who allegedly admitted striking the man in face, but denied shooting him, the prosecutor said.

"She did admit to the gang-related issues and wanting to X the complaining witness (victim) out of the gang. She said X-ing someone out of the gang either involved violence or death," Rideout said.
