FBI raids home of Orange County supervisor’s daughter in Covid funds probe

The million-dollar home at the center of a lawsuit alleging the daughter of an Orange County supervisor used tax dollars to buy a house was raided by federal agents Thursday morning.

LAist was first to report the raids.

Rhiannon Do, an executive of the Viet America Society and daughter of O.C. Supervisor Andrew Do, bought the house in July 2023. Though she told LAist she “worked hard for her home,” a lawsuit filed by the county accuses Rhiannon Do and the VAS of “pervasive self-dealing, pocketing local and federal funds.”

While the civil lawsuit, which claims the VAS received as much as $13.5 million in public funds, remains ongoing, a law enforcement raid Thursday morning in Tustin could indicate a criminal investigation as well.

FBI spokesperson Laura Eimiller told LAist that “we’re serving a search warrant at that location. ” Though she could not comment further as the warrant was sealed by the court, she noted that “no arrests are planned.”

Scott Villard, a spokesperson for the IRS Criminal Investigations Los Angeles field office, confirmed that the details of the warrant are under seal, but he added that three other locations in Garden Grove, Santa Ana and Fountain Valley are also included in the search warrant.

Additionally, the Orange County Register reports that the Perfume River restaurant in Westminster, which was used to prepare meals for the VAS, was also raided.

LAist added that both father and daughter Do have been spotted at the home in Tustin this week despite its unoccupied status.

The supervisor has denied any wrongdoing.
