Man to be charged in Mineral homicide
Sep. 12—KEYSER, W.Va. — An arrest warrant has been issued in connection with the death of a Keyser woman earlier this month, West Virginia State Police said Wednesday.
Emma Julianne Westover, 22, was found dead in a vehicle near Antioch about 2:25 p.m. Sept. 1, police said, adding the cause of death was determined to be homicide.
Police said William Blondell Ludwick III, 33, will be charged with first-degree murder, use of a firearm during the commission of felony, grand larceny and felony destruction of property.
Ludwick is currently incarcerated in Ohio and will be returned to Mineral County at a later date.
