Gov. Kathy Hochul was in Rochester on June 28 to announce the start of construction on a $38.1 million project to modernize Frederick Douglass Greater Rochester International Airport.

The state funding for the project comes from the Upstate Airport Economic Development and Revitalization Competition and was first announced in September 2022. There will also be $16.8 million in federal funds for the project, designed to make the facility more user-friendly and easy to navigate.

“I’m so proud to be able to make investments that transform this airport into a modern, efficient, welcoming space,” Hochul said in a morning presser.

The project scope includes enhancements to the entryway, ticketing and baggage claim areas in the main terminal using natural lighting, LED fixtures and new signage. A new mobile app will provide one-stop information for impacts like parking, concessions and flight activity.

Other passenger experience elements include enhancements to the HVAC system, renovations for the freight building and baggage belt, elevator upgrades, four replacement jet bridges and a new parking guidance system. The front canopy will also be expanded.

Improvements include the restoration of the terminal’s outdated Veterans Area and the creation of a Frederick Douglass Legacy Area to introduce visitors to the legacy of the abolitionist who has been the airport’s namesake since 2021. Both areas will feature displays of artifacts and interactive elements.

“It is deeply gratifying to know that visitors who pass through our community on their way to enjoy the splendor of the Finger Lakes will see firsthand how the people of Rochester and Monroe County remain committed to the legacy of Frederick Douglass and his message of freedom and justice,” said Rochester Mayor Malik Evans in a statement.

U.S. Rep. Joe Morelle, D-Irondequoit, said in a statement that the airport must convey Rochester’s status as a world-class destination.

“This investment—utilizing millions in federal funding—will help ensure a seamless passenger experience and honor the legacy of Frederick Douglass that is woven into the fabric of our entire region,” Morelle said.

The project is slated for completion by summer 2025.
