Several scammers plant skimming devices at bank ATMs in Turlock, seven arrested


(FOX40.COM) — A seventh arrest was made in connection to a skimming scheme that has been circulating through Northern California.

Around 7 p.m. on July 1, the Turlock Police Department said it was notified about a skimming device located on an ATM at a local bank. Upon arrival to the scene, officers found the skimmer and said it was very discrete and easy to install.

The scheme involves the use of cameras to capture a victim’s PIN number. The cameras are the size of a pin hole, according to Turlock PD. In addition, a skimmer is placed where a bank card should be inserted and used to download bank account information.

Officers said they conducted a surveillance operation and located a suspect, 29-year-old Mihai Lupu. A search of his vehicle revealed multiple skimming devices, 17 encoded gift cards, and several tools to insert and retrieve the devices. Police video footage shows several items seized by law enforcement.

Lupu was arrested for alleged possession of over 10 people’s identities with intentions to defraud and other related charges.

How to avoid skimmers

TPD offered some tips for people to keep their bank accounts safe from skimming devises:
• Concealing PIN numbers when typing it in.
• Use the card’s “tap” feature instead of inserting it into a machine when its applicable.
• Look for skimmers that are placed on the ATM. They are usually quickly placed, making it look “sloppy.”
• Use indoor ATMs if possible.
• Monitor bank activity and report suspicious transactions.
