PHOTOS: Shots fired, fire started during Cully home standoff ends with arrest

PORTLAND, Ore. (KOIN) – A man is in custody following a shooting and apartment fire within a Cully neighborhood residence Friday morning.

That suspect has been identified as 29-year-old Portland resident David B. Peer III, who has been accused of multiple crimes, including arson and weapon-related charges. Multiple guns were also seized during the arrest.

Officers first responded to reports of shots inside the townhouse near 4200 NE Cully Boulevard around 9:39 a.m. However, police said the man who fired the shots refused to come outside and had access to multiple guns.

“Officers surrounded the apartment and began a dialogue with the man,” officials said. “He refused to come out of the apartment and began throwing objects out of windows, including household items and small furniture.”

The man was alone in the home and no injuries were reported, though police said the next door neighbor was nearly struck by a bullet that went through the wall.

A Community Emergency Response Team set up a perimeter around the apartment and asked residents in the area to stay inside. Around 11 a.m., they reported hearing more shots before they “saw the suspect through the window with guns in his hand and saw what appeared to be multiple firearms being thrown out the window.”

According to CERT, the man still refused to come out and was seen pointing the gun out the window.

By 12:25 p.m., officials say the man had set a fire from the second floor — causing flames to enter the attic area. Portland Fire and Rescue responded to put out the flames as police deployed an irritant gas to lure the man out and bring him into custody.

After being interviewed by authorities, and given medical treatment, Peer was booked into the Multnomah County Detention Center and faces first-degree arson, reckless endangerment, unlawful gun use and other charges. Two rifles, three handguns, one airsoft gun and a machete were also seized by police.

Candace Lacuesta, co-owner of Grind Wit Tryz, said she had to open her restaurant two and half hours later than usual since police asked people in the area to leave while the shooting was happening. She said the ordeal made her staff “very scared.”
