T.B. Penick & Sons, General Contractor, Awarded National Commander's Award for Design Excellence for the Combined Child Care and Youth Center, Naval Air Facility, El Centro, CA

SAN DIEGO, CA--(Marketwire - Sep 18, 2012) - San Diego-based general contractor T.B. Penick & Sons, Inc. has received the national 2011 Commander's Award for Design Excellence from Naval Facilities Engineering Command (NAVFAC) Headquarters in Washington Navy Yard, DC, the company announced today. The prestigious award honors the company for the design-build of the Combined Child Care and Youth Center facility at the Naval Air Facility, El Centro, for NAVFAC Southwest.

The awards program recognizes exceptionally designed projects by both the design community and employees of NAVFAC that promote design excellence in the planning, design and construction of facilities serving Navy and Marine Corps commanders, warfighters and their families. Cass Sowatsky Chapman + Associates of San Diego was the project architect.

A panel of judges composed of private sector and government service design professionals selected the seven award winners. Projects were evaluated using criteria such as global and regional planning, facility plans and studies, new facility design, family housing, building alteration and reuse, and interior design.

"Navy architects and engineers leave a design footprint on naval bases worldwide, providing Sailors, Marines and their families with high-quality offices, gymnasiums, homes, operational facilities and more," said NAVFAC Design Awards Program Manager Michael Chapman in the award announcement. "These buildings must be functional, safe, long lasting, environmentally friendly and aesthetically pleasing."

The $7.5 million, 12,077 square foot, single-story Combined Child Care and Youth Center serves three distinct age groups: a child development center designed for infants, toddlers and preschool children; a youth center for school-aged children ages 6 to 12; and a teen center, capable of serving more than 100 children of military personnel at NAF El Centro.

Center highlights include training areas, full service kitchen, laundry facilities, shared multi-purpose and activity rooms, computer labs, snack bar, youth lounge and age-appropriate outdoor recreational areas equipped with water play area including on-site splash pad and full misting system.

The sustainably designed U.S. Building Council's Leadership in Energy and Environment Design Gold certified facility also received a San Diego Post 2011 Project Excellence Award from the Society of American Military Engineers and a Star Safety Award for Outstanding Safety on the Job.

This is the fifth child care center T.B. Penick has constructed for NAVFAC Southwest including the Child Development Center (CDC) at Camp Pendleton, Patrick Wade CDC at Liberty Station, Child Care Center expansion at Lemoore Naval Air Station, and CDC at Chollas Heights. The company was recently awarded the CDC at Marine Corps Air Ground Combat Center at Twenty Nine Palms.
