Three North Country schools get millions in capital project bonds

MORIAH — Moriah Central School is set to get $13 million from the state for a safety project.

In addition, Saranac Central School will get $3.7 million for improvements and Salmon River Central School will receive $2.8 million for new athletic facilities.

The money comes from low-cost, tax-exempt bonds issued this month through the Dormitory Authority of the State of New York’s Revenue Bond Financing Program on behalf of 69 school districts across New York state.

FINANCING CRITICAL PROJECTS

Governor Kathy Hochul said the bonds total $956.8 million.

“Helping our students thrive means giving them the tools, the facilities, and the infrastructure they need to succeed in the classroom,” Hochul said in a release. “With this financing, my administration is funding critical capital projects that will give our young people a learning environment that inspires, challenges, and motivates them, while making it more affordable for taxpayers in these districts all across New York state.”

Under each school districts’ revenue bond financing program, borrowing districts deliver general obligation bonds to DASNY as evidence of their separate obligations to repay their loans. The DASNY program bonds are repaid from semiannual district loan payments to DASNY.

Moriah Supt. William Larrow said the work includes improvements and upgrades to the school infrastructure.

“A lot of safety improvements went into the project,” he said by email.

School security updates will add entry foyers at the school entrance and secure the cafeteria with hardened openings at entry points. Improvements to security in elementary school classrooms include installing special window glass and added lighting.

Health and safety renovations include floor replacement; plumbing, drainage, and sanitary system repairs; replacement of the bus loop canopy in front of the school; athletic field drainage work and the addition of a track-and-field course with a soccer field at the center.

Work at the bus garage includes updates to plumbing fixtures; the addition of emergency/exit lights; addition of a wash bay with water and sanitary upgrades.

Renovations and upgrades are the main part of the Saranac Central School project. It includes roofing, flooring, paving and other infrastructure improvements.

The Salmon River capital improvement project is part of a $7.4 million health and safety effort with $5.9 million in state aid total and $1.5 million from a reserve fund. The project will focus on multisport areas and the improvement of existing athletic fields, the creation of outdoor bathroom facilities and the construction of an artificial turf field.
