A third man showed up to a hospital a short time later with gunshot wounds. PGPD said his injuries were not considered to be life-threatening.

Family members at the scene said the shooting happened during a weekly car meet-up at the shopping center. A relative described Proctor as a cool, calm and loved person who loved being around cars.

He would go to the car meet almost every Thursday.

“Innocent people are being killed for no reason,” Proctor’s sister said in an interview at the scene.
