The mother of a 5-year-old girl whose disappearance in Jacksonville, Fla., last week sparked a massive search was arrested Tuesday and charged with child neglect and giving false information to investigators, authorities said. Three cows swept off an island during the raging storm of Hurricane Dorian have been located on North Carolina's Outer Banks after apparently swimming four miles during the storm.
