China's top legislature said Hong Kong courts have no power to rule on the constitutionality of legislation under the city's Basic Law, which includes a proposed ban on face masks, state news agency Xinhua reported on Tuesday. The statement came a day after Hong Kong's High Court ruled that a ban on wearing face masks during public demonstrations that have rocked the financial hub for more than five months was unconstitutional. "Whether the laws of the Hong Kong Special Administrative Region comply with the Basic Law of Hong Kong can only be judged and decided by the Standing Committee of the National People's Congress," Yan Tanwei, a spokesman for the Legislative Affairs Commission of the Standing Committee of the National People's Congress, said in a statement.

The Typhoon ballistic missile submarines (SSBNs), famously featured in the film Hunt for Red October, are by far the biggest and most expensive submarines ever built.
Vatican police raided the headquarters of the authority, known by its Italian acronym AIF, as well as the Vatican's secretariat of state on Oct. 1 and seized documentation, computers and cellphones as part of an internal investigation into the Vatican's multi-million euro investment in a London real estate venture. The raids were unprecedented, and sparked alarm internationally given the AIF works with financial intelligence units around the world in the fight against money laundering, tax evasion and other financial crimes.
Maria Farmer, who has accused Jeffrey Epstein and his friend Ghislaine Maxwell of assaulting her in 1996, said Maxwell threatened her life after the assault. In her first TV interview, Farmer spoke to "CBS This Morning" co-host Anthony Mason about working for Epstein, how the FBI "failed" her and what she's doing to heal. Farmer, who was a young artist when she met Epstein and Maxwell at an art show in New York City in 1995, wasn't able to paint for more than 20 years, since the alleged assault.

Some families of the 39 Vietnamese people found dead in a truck in Britain last month will take on steep loans from the government to repatriate their relatives' remains, they told AFP Tuesday. Vietnam's foreign ministry said they would help to bring either the ashes or the bodies of the victims back -- but that families would have to cover the cost of repatriation. Families in central Vietnam, where many of the 39 victims come from, said they were desperate to bring their loved ones back nearly four weeks after the tragedy, despite the debt they will have to take on.
Protesters in Hong Kong staged a daring breakout from a university besieged by police last night as parents pleaded with authorities to spare the young activists, some of them high-school students, who remain inside. The escape came as police said Hong Kong's Polytechnic University had turned into a "powder keg" and student leaders accused authorities of creating a "humanitarian crisis" inside the campus. Earlier on Monday the besieged protesters, who are running low on supplies and fear the consequences of an all-out police assault, mounted an attempt to break out in force, but were beaten back by tear gas.
A father in Massachusetts is facing criminal charges after his 5-year-old son allegedly brought heroin to school and said tasting it made him feel like Spider-Man. Benny Garcia's son took a bag of heroin to kindergarten on Thursday, prosecutors said, and put some of the powder in his mouth. The boy told a teacher he got it from his living room, the Daily Hampshire Gazette reported, and said eating the powder turns him into the superhero whose image was stamped on the plastic bag.
The Trump administration is set to harden the rules this week on those allowed to seek asylum in the United States, as it attempts to stem a wave of migration on its southern border with Mexico. In a fast-track regulation set to publish in the Federal Register on Tuesday, the administration has created a framework that will allow asylum seekers to be sent to other nations that have negotiated bilateral agreements to accept them. Previously, officials in the administration of U.S. President Donald Trump have argued that migrants with a valid need for asylum should seek protection in the first 'safe' country where they have the chance to apply, since many migrants travel through multiple countries on their way to the U.S. border.

Mexico's president on Monday defended a plan to provide pensions to indigenous people starting at age 65, compared with 68 for other Mexicans. Andrés Manuel López Obrador, who was elected last year after campaigning to help marginalized people, said those who question the idea should visit poor indigenous communities to see how residents live. “It is painful that a senior in the city, age 65, is better preserved than an indigenous person of 65 because they work, they eat poorly, they have to walk for kilometers and they suffer greatly,” López Obrador said.

MSNBC host Nicolle Wallace laced into Republicans for not-so-subtly implying during Tuesday's impeachment hearings that National Security Council official Lt. Col. Alexander Vindman could have dual loyalty. The GOP's line of questioning, the MSNBC host suggested, was inspired by pro-Trump hosts at Fox News. During a break in Tuesday's testimony, Wallace asked MSNBC correspondent Garrett Haake about counsel Steve Castor questioning Vindman about a Ukrainian official asking him if he'd be interested in becoming Ukraine's minister of defense.

Arms covered in cling film and torches in hand as they drop into the sewers, clusters of pro-democracy protesters still inside a Hong Kong campus are plotting increasingly ingenious -- and desperate -- ways to escape a police siege. Among the detritus of a scorched and graffiti-sprayed concourse at Hong Kong Polytechnic University, several plastic covers -- some with torches placed above them -- betray extraordinary underground escape plans. Protesters have removed metal manholes, some making exploratory forays into the fetid tunnels, following rumours of successful exfiltrations from a campus ringed for three days by baton-wielding police determined to arrest them.

Yovanovitch was testifying in the second public hearing of the impeachment inquiry into allegations that Trump used military aid as leverage to pressure Ukraine into opening investigations that stood to benefit him politically. As she testified about her removal as ambassador, Trump tweeted: "Everywhere Marie Yovanovitch went turned bad.
