The driver of a pickup truck in a fiery collision on a rural New Hampshire highway that killed seven motorcyclists was charged Monday with seven counts of negligent homicide, and records show he was stopped on suspicion of drunken driving last month and in 2013. Volodymyr Zhukovskyy, 23, was arrested Monday morning at his home in West Springfield, Massachusetts, the New Hampshire attorney general's office said. WASHINTON – Sen. Bernie Sanders unveiled a plan on Monday to eliminate virtually all student loan debt – about $1.6 trillion held by 45 million Americans – in the most ambitious proposal yet to address the issue from the two dozen Democrats running for president in 2020. The plan is part of Sanders' proposal to make public universities and community colleges tuition-free. His previously unveiled College for All plan calls for the federal government to provide $47 billion a year toward tuition and for states to provide an additional $23 billion a year.

Five underwater pipelines have been damaged and put out of order after a sabotage attack off the coastal town of Banias, Syria's oil ministry said Sunday. Four people, including three children, found dead in South Texas near the border with Mexico likely died of dehydration and heat exposure after crossing the Rio Grande into the U.S., authorities said Monday. The White House is expected to move to block former top aide Annie Donaldson from answering the House Judiciary Committee's written questions about her tenure as White House deputy counsel, according to sources familiar with the matter. Donaldson, who was a central witness in special counsel Robert Mueller's investigation, struck a deal with the committee that would allow her to submit written responses instead of showing up for her scheduled public testimony on Monday. Donaldson is pregnant and lives in Alabama, her attorney Sandra Moser said, adding that it's difficult for her to travel to Washington at this time.
