The Texas Senate on Wednesday voted to allow most Texans to carry handguns without any sort of permit or training, sending the legislation to a conference committee with the House, which already passed a similar measure. Salvage crews have begun removing fuel from a lift boat that capsized off the Louisiana coast in a storm last month, the Coast Guard said Wednesday. The Guard said in a news release Wednesday that the work started on Monday after salvage crews arrived over the weekend at the site 7 miles (11 kilometers) off the coast and familiarized themselves with the equipment. A small plane crashed into a Mississippi home, killing one of the home's four occupants and three Texas residents who were flying to a university graduation ceremony, authorities said. Gerry Standley, 55, was a resident of the home where the plane crashed in Hattiesburg, Mississippi.
