The Department of Justice has announced charges against six Russian intelligence officers in connection with a series of majorly "disruptive and destructive" cyberattacks. The DOJ on Monday said that a federal grand jury had indicted six Russian computer hackers, officers of the Russian Main Intelligence Directorate (GRU), for their role in a series of "computer intrusions and attacks" conducted from 2015 through 2019 "for the strategic benefit of Russia." Officials in a northeastern Wisconsin county said Monday that a technical ballot misprint will most likely delay the counting of some absentee ballots on Election Day, but they reassured the public that all ballots will be counted. The misprint is a scratch that is described as no wider than a fingernail on a timing mark at the edge of the Outagamie County ballot, and it does not impact any contests, candidates or ballot referenda. At least 5,500 absentee ballots are affected, and possibly more, according to an Oct. 15 letter the county sent to the Wisconsin Elections Commission.

A German court has ruled that a Muslim doctor should not be granted citizenship after he refused to shake hands with the woman presenting him with his naturalisation certificate. According to the administrative court of Baden-Württemberg, the Lebanese man had forgone his right to become German because his refusal to shake the bureaucrat's hand was evidence that he saw her as “posing the threat of sexual seduction.” The judges explained that obtaining German citizenship was dependent on the applicant being able to demonstrate that he lived according to the values set out in the German constitution, which enshrines sexual equality.

Tropical Storm Epsilon formed Monday morning in the central Atlantic, the latest in what has been a very active hurricane season. The storm had maximum sustained winds near 40 mph (65 kph).
