The U.S. Treasury Department also issued an updated advisory that listed 67 vessels that it said had engaged in illicit transfers of refined petroleum with North Korean tankers or were believed to have exported North Korean coal.
In more typical tax years, most taxpayers must pay at least 90 percent of their federal taxes for a given year, or 100 percent of what they owed the year before, in order to avoid an underpayment penalty. The change comes in response to public outcry. As the tax season progressed this year, reports of taxpayer outrage at lower refunds and higher-than-expected tax bills suggested far more people than expected were caught unawares.

Rescue workers plucked more survivors to safety from trees and roofs on Thursday, a week after a cyclone ripped through southern Africa and triggered devastating floods that have killed hundreds of people and displaced hundreds of thousands. Helicopters whirred above the turbid, red-brown flood waters searching for people to ferry back to the port city of Beira, headquarters of the huge rescue operation in Mozambique. The death toll in that country was now 242, Land and Environment Minister Celso Correia said, adding that the number of dead was rising as rescue workers found bodies that had been hidden by Cyclone Idai's now-receding floodwaters.

Cyclone Idai could turn out to be "one of the worst weather-related disasters" in the Southern Hemisphere, said Clare Nullis, spokesperson for the World Meteorological Organization.

Both Boeing 737 Max aircraft were new but did not have an angle of attack indicator, which shows how much the nose is tilted.

As Christchurch was set for prayers near the Al Noor mosque, where most of the victims were slain in the country's worst terrorist attack in modern history, women and some children in Auckland, Wellington and Christchurch posted pictures of themselves in headscarves. The move stemmed from a doctor in Auckland's idea to wear the garments, traditionally known as a hijab, after she was told about a woman who was too afraid to go outside because she thought that wearing a headscarf would make her a target for attacks, according to Reuters.
