Oct. 16—Reading Area Community College

Terri Lampe Melcher has been named vice president of workforce development and continuing education for Reading Area Community College (RACC). In this position, Melcher will lead workforce development efforts at RACC, including customized training in business and industry; healthcare, nonprofit and government sectors; workforce development programs, professional/career training programs; and small business/entrepreneurial development programs. She will work with the president and senior leadership team to determine a vision of growth to train the workforce of Berks County and beyond.

Prior to joining RACC, Melcher was the regional director for manufacturing solutions for Manufacturers Resource Center, vice president of development for the Freedoms Foundation at Valley Forge; director of development/executive director for the Foundation for Pottstown Education at the Pottstown School District; and economic development director for the Borough of Pottstown. She also owned several corporations as an entrepreneur.

Melcher has extensive community service including service on the board of directors for Berks Industrial Development Authority, Berks Business Education Coalition, Robeson Township Planning Commission, and is a member of both the Business Education Committee for Berks County Career and Technical Center, and the executive committee for Reading Muhlenberg Technical Center.

Pennsylvania Association of Community Bankers

Timothy Snyder, president and CEO of Fleetwood Bank, has been named chairman of the Pennsylvania Association of Community Bankers for 2022-2023.

Snyder is currently serving his second three-year term as a director of the Federal Reserve Bank of Philadelphia, is the chair of the audit committee at the Federal Reserve Bank of Philadelphia, on the board of the South Central Transit Authority, and is chairman of the board at Opportunity House.

Fulton Bank

Kristen Welch has been named senior vice president and director of the Healthcare Banking Group at Fulton Bank, a subsidiary of Fulton Financial Corp. In her role, she will oversee banking activities for profit and nonprofit healthcare organizations with more than $20 million in revenues in the New Jersey, Delaware, Pennsylvania, Maryland, Washington, D.C. and Virginia markets.

Welch brings 18 years of experience to the leadership role working with healthcare providers and payors to evaluate banking solutions including taxable and tax-exempt financing, capital markets, equipment finance, treasury management, revenue cycle management, liquidity solutions, and institutional investments. Prior to joining Fulton, she served as a senior vice president in healthcare for Bank of America and PNC Financial Services.

Welch is a 2004 graduate of Virginia Tech with a B.S. in finance. She is actively involved in the Maryland and Virginia/DC chapters of Healthcare Financial Management Association.
